About The Position

Oversees inspection of construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as a consultant regarding work progress and problem resolution. Oversees statewide oversight activities for construction projects; acts as a consultant regarding work progress and problem resolution and/or provides statewide technical assistance and training in support of implementation, oversight and review of Site Manager activities. Trains others. May lead the work of professional and technical employees. Responsible to a licensed professional engineer who has full authority for final approval of all engineering-related work. Work requires contact with other governmental agencies and private entities to include contractors. May perform material tests/manufacturing process inspections at fabrication sites. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Requirements

  • High School Grad or Equivalent in general high school studies.
  • 4 years of experience in construction inspection or transportation engineering experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis.
  • Valid driver’s license.
  • Extensive knowledge of: Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction engineering policies and procedures
  • Applicable inspection methods, procedures and techniques
  • The Texas Manual on Uniform Traffic Control Devices
  • Expert skill in: Application of engineering fundamentals
  • Leading, assigning, reviewing, and monitoring the work of others
  • Interpreting applicable information
  • Maintaining a safe and effective working relationship with others
  • Overseeing and coordinating projects and program activities
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
  • Subject to inside and outside environmental conditions
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to hazards - moving vehicles/mechanical parts, high places/heat, or chemicals
  • Required to wear protective gear-respirator, hard hat, or other device
  • Medium work: Lift up to 50 pounds at a time and frequently lift or carry objects up to 25 pounds
  • Balancing - walking, standing, crouching on various surfaces without falling
  • Walking - moving on foot to accomplish tasks: long distance/from one work site to another
  • Talking - expressing or exchanging ideas by spoken words
  • Hearing - perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Must pass a drug test prior to employment for safety impact positions.
  • Required to wear personal protective equipment provided by employer and comply with all safety requirements.
  • Required to work weekends and holidays.
  • Required to work hours other than 8 to 5.
  • Required to work under exposure to inclement weather conditions.

Responsibilities

  • Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities for plan development.
  • May serve as a lead worker or project leader.
  • Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
  • Observes and inspects ongoing construction work.
  • Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.
  • Oversees preparation of monthly and final estimates.
  • Prepares and reviews correspondence.
  • Resolves differences in interpretation of plans and specifications.
  • Trains and mentors less experienced inspectors on work methods.
  • Performs other job responsibilities as assigned.
