About The Position

The Construction Hazardous Materials Coordinator in the Environmental Services Section will provide support and assistance to the Highway Division and District Construction Offices primarily in the area of hazardous materials and hazardous waste compliance during active construction. This position will work with contractors, engineers, other members of the Highway Division, as well as private sector consultants and Licensed Site Professionals under contract directly with the Highway Division, and regulators to maintain compliance with all applicable environmental regulations. The incumbent of this position will report to the Manager of Special Programs for Construction – Hazardous Materials. The work associated with this position includes a working knowledge of federal and state hazardous materials/waste laws and regulations, including but not limited to, the Massachusetts Contingency Plan, asbestos and lead regulations and regulatory programs, OSHA, NPDES, Massachusetts Fire Marshall regulations pertaining to above and underground tanks, and TSCA PCB regulations. Direct and substantive experience in planning and oversight of assessment and remediation of soil and groundwater contamination coincident with roadway and bridge construction is required.

Requirements

  • Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.
  • Direct and substantive experience in planning and oversight of assessment and remediation of soil and groundwater contamination coincident with roadway and bridge construction is required.
  • The work associated with this position includes a working knowledge of federal and state hazardous materials/waste laws and regulations, including but not limited to, the Massachusetts Contingency Plan, asbestos and lead regulations and regulatory programs, OSHA, NPDES, Massachusetts Fire Marshall regulations pertaining to above and underground tanks, and TSCA PCB regulations.

Responsibilities

  • Support the unit supervisor in the direct supervision and training of staff and ensuring Highway Division project compliance with the applicable state and federal laws, regulations, and policies, primarily in the area of hazardous materials and hazardous waste compliance.
  • Ensure compliance with all applicable environmental regulations for active construction projects that the incumbent and/or their staff are assigned to.
  • Maintain an accurate and up-to-date knowledge of hazardous material issues on active construction projects and coordinate with other Divisions and Districts to resolve issues in compliance with applicable regulations.
  • Provide strategic advice and support to the District Construction Offices on hazardous materials management for active large scale complex construction projects with critical schedules, budgets, and multimedia contamination.
  • Review and evaluate the following documents
  • Contract submittals, including environmental health and safety plans, sampling/pre-characterization plans, and excavated materials management plans.
  • Massachusetts Contingency Plan submittals for construction projects and legacy sites.
  • Transportation and disposal documents for excess media generated on construction projects.
  • Analytical laboratory reports, sampling data, soil and groundwater treatment programs, and proposed disposal options.
  • Oversee in-situ pre-characterization and stockpile sampling.
  • Participate in contract special provisions updates as needed.
  • Provide technical reviews of cost overruns and Extra Work Orders involving management of excavated soils, sediment, and groundwater.
