About The Position

Spiniello Companies is a privately held, national, full-service utility contractor. Founded in 1922, we are one of the few companies that fully self-performs all aspects of open cut and specialty pipe rehabilitation. Headquarters in New Jersey, we also have office locations in Maryland, Washington D.C., and California.

Requirements

  • 5+ years estimating experience in heavy civil, utility rehabilitation, and infrastructure construction
  • Experience with water/wastewater, sewer, pipeline, or underground utility projects
  • Experience bidding public works projects in California
  • Strong understanding of production rates and field operations
  • 5+ years of prior estimating experience is required
  • Bachelor's degree in Construction Management, Civil Engineering, or other industry related degree required
  • Excellent communication skills both orally and in writing
  • Must be highly organized and efficient, and able to handle a wide variety of obligations
  • Strong analytical skills with the ability to interact and collaborate at all levels
  • This position requires an individual that is enthusiastic, confident, and independent, with strong leadership skills.

Nice To Haves

  • Experience with local Municipalities, such as the City of LA and LACSD a plus
  • Bachelor’s degree in Construction Management, Engineering, or related field (preferred)
  • Prior Project Management experience a plus
  • Business Development experience a plus
  • Experience with Heavy Bid estimating software is required

Responsibilities

  • Prepare detailed quantity takeoffs from plans and specifications
  • Develop accurate cost estimates for labor, equipment, materials, and subcontractors
  • Analyze drawings, geotechnical reports, and technical specifications
  • Solicit, review, and level subcontractor and vendor quotations
  • Maintain cost history databases and unit pricing
  • Prepare estimates in compliance with California public agency requirements
  • Understand prevailing wage (DIR) requirements
  • Familiarity with Caltrans, municipal, and utility district bidding procedures
  • Review bonding requirements and insurance specifications
  • Support DBE/SBE participation goals when required
  • Participate in pre-bid meetings and site visits
  • Identify constructability issues and value engineering opportunities
  • Coordinate with operations, project managers, and field personnel
  • Prepare bid summaries and present final numbers to senior management
  • Assist in scope review and handoff to project team after award
  • Perform risk analysis and contingency evaluation
  • Develop production rates and equipment spreads
  • Identify scope gaps and exclusions
  • Evaluate alternative methods and materials
  • Strong analytical and mathematical skills
  • Ability to read and interpret civil drawings and specifications
  • Detail-oriented with strong organizational skills
  • Ability to meet strict bid deadlines
  • Strong communication skills (internal & subcontractor coordination)
  • Acts as a resource for project management by providing cost information and developing cost estimates for changes in the work during the different construction phases
  • Develop and maintain professional relationships and the highest ethical standards with clients, subcontractors and vendors
  • Able to handle multiple bids per week
