About The Position

The Wichita Falls Area Office is seeking a motivated individual to fill the position of the Construction Engineer. In this position you will gain valuable experience in project management, construction methods to build roadways, bridges, and related structures in accordance with plans and specifications, problem resolution on complex projects, contract administration, change order evaluations and dispute resolution. You will have the opportunity to oversee the planning, design and construction of multiple projects. This is a career building position with unlimited opportunities.

Requirements

  • Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
  • Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience
  • Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience
  • Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience
  • Transportation Engineer IV: 7 years engineering, transportation engineering, or related engineering experience
  • Transportation Engineer V: 8 years engineering, transportation engineering, or related engineering experience
  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Responsibilities

  • Assists Area Engineers with construction contract administration.
  • Demonstrates and enforces TxDOT Safety Culture.
  • Performs routine field reviews, analyses, tests, and provides technical support.
  • Conducts pre‑construction meetings and coordinates routine project communications.
  • Trains engineering staff as required.
  • Monitors contractor performance, schedules, payments, and compliance with plans and specifications.
  • Reviews traffic control plans and traffic control devices with Area Engineers.
  • Reviews shop drawings, plans, specifications, estimates, supplemental agreements, and change orders.
  • Assists in resolving contract issues and disputes between inspectors and contractors.
  • Performs data collection, evaluations, analyses, studies, inspections, and forecasting.
  • Updates and reviews changes to plans, manuals, and standard sheets.
  • Provides routing recommendations for overload vehicles for the Motor Carrier Division.
  • Applies basic project management principles in planning, execution, monitoring, and closeout.
  • Tracks actual versus planned progress and identifies variances.
  • Represents TxDOT and delivers presentations on project matters.
  • Coordinates with local stakeholders and elected officials regarding project impacts.
  • Works with governmental officials on behalf of the Area Engineer.
  • Conducts final inspections and participates in project closeout.
  • Provides recommendations for major maintenance and betterment programs.
  • Conducts bridge inspections, structural evaluations, and analyses for structures requiring appraisal, load ratings, or potential closure.
  • Performs highly complex structural analysis of bridge designs.
  • Leads review and processing of Plans, Specifications & Estimates (PS&E), special specifications, and special provisions.
  • Performs advanced plan reviews, calculations, and transportation planning studies.
  • Monitors consultant performance, compliance, deliverables, schedules, and billing documentation.
  • Prepares and delivers formal evaluations of consultant work.
  • Assists Project Managers with establishing schedule baselines for highly complex projects.
  • Develops short‑ and long‑term goals and coordinates resources to meet them.
  • Evaluates and recommends improvements to integrated project plans, schedules, budgeting, and CPM management.
  • Develops and implements new engineering methods, procedures, and technologies.
  • Provides technical guidance on innovative and experimental practices.
  • Reviews engineering documents, correspondence, reports, and remediation plans.
