Plans, designs and oversees the construction of new or expanded facilities. Prepares architectural, engineering, and cost estimates, functional studies, construction plans, specifications, and schedules. Obtains and supervises outside contractors. Recommends architectural and engineering design procedures and standards for the planning and design of facilities. Supervises the detailed design, budgetary costing, standardized construction, and final inspection of facility projects. Conducts construction surveillance to ensure adherence to contractual requirements. Provides engineering consulting services to local and divisional offices. This position is responsible for all aspects of infrastructure projects: design, bid & award, construction, commissioning, LCAM, and close-out for projects. Responsibilities include: conducting studies, assessing risk, developing options and producing High Level Feasibility Estimates (HLFEs). development of project plans to include project justification, scope, deliverables, risks, budget, and schedule. collaborating with design agents, technical experts and other stakeholder on design and project execution plan ensuring that designs meet performance goals and constructability objectives ensuring safety of team members, shipyard employees and contractors in the implementation of projects. ensuring that project comply with all local, state, and federal regulations. selection and oversight of qualified suppliers to implement project work in a safe and high quality manner. ensuring quality and accuracy of contractor deliverables, to include designs and technical specifications. financial aspects of the project to include, budgeting, progressing, and contractor payment approval. schedule adherence and critical path management. This position is responsible for projects at a remote site. Position is located in Newport News with periodic travel to Charleston, SC. Continuous collaboration with stakeholders at the remote site will be required.
