About The Position

Provide construction cost estimating support services for construction contracts located within the Naval Facilities Engineering System Command Northwest (NAVFAC NW) area of responsibility (AOR). This is an immediately available opportunity with a work schedule that is expected to be full-time, on-site for 40 hours per week (5 working days per week, Monday – Friday, and 8 hour shifts from 7:00 AM – 3:30 PM at Puget Sound Naval Shipyard).

Requirements

  • 5+ years of experience as a Cost Estimator, Cost Engineer, or Project Controls Specialist on Navy, DoD, or other Government Construction Projects. General construction management knowledge and experience is required at a minimum.
  • Ability to create and review government project and construction estimates and overall knowledge of the project estimating process. Experience and familiarity using construction estimating software such as Costworks, RS Means, Success Estimator, Xactimate, Hard Dollar, Sage/Timberline, Bluebeam, Planswift, etc.
  • Sound understanding of construction concepts, principles, and practices applicable to multi-disciplined engineering projects and construction operations.
  • Thorough knowledge of construction practices and methods and construction management skills.
  • Ability to read, write and speak fluent English to report on progress and outcome of technical assignments and to present recommendations to government personnel.
  • Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, construction management, or a BA in a Business-related field from an accredited college or University is preferred. Additional 5 years of professional experience can be used in lieu of a Bachelor's Degree.
  • Valid driver’s license.
  • Proof of U.S. Citizenship.
  • Ability to pass background check and obtain security clearance as needed.

Nice To Haves

  • Knowledge in the three-phases of control and Construction Quality Management System is desired.

Responsibilities

  • Perform data collection/management/analysis to assist with the preparation of Cost Estimates, Reports, SOWs and other Project Documentation.
  • Administer technical aspects of construction contract modifications - prepare cost estimates, review cost proposals, assist contract specialist or contracting officer in negotiations, and prepare modification packages for processing by contracting officer.
  • Provide construction cost estimate review/analysis and notes/comments/recommendations to government and project stakeholders.
  • Provide review/analysis and notes/comments/recommendations on Contractor’s Requests for Payment, including: completing (in coordination with the construction contractor’s representative) monthly pay estimate worksheet for each construction contract; Review and ensure as-built/schedules are updated; Provide recommendations for withholding/retainage if required.
  • Collect all required data to support recommendations, prepare documents, and review deliverables in support of the construction contract.
