About The Position

The objective of this task order is to provide the VA with a professional Construction Administrator (CM-CA), to provide Construction Management (CM) services to support the VA in meeting the Electronic Health Record Modernization (EHRM) infrastructure upgrades across Thomas E. Creek Veterans Affairs Medical Center (VAMC) in Amarillo, TX. The government requires a Construction Administrator (CM-CA) that will be on-site for the duration of the EHRM Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officers Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

Requirements

  • A degree from an accredited institution of higher learning and/or evidence of work experience or knowledge to compensate for absence of higher education.
  • A minimum of three (3) years of construction work experience.
  • Working knowledge of construction practices and ability to assist in implementing various plans including Quality Assurance; Safety, Time, Cost, Change, and Information Management.
  • Experience in monitoring construction for Quality Assurance and preparing, analyzing, and identifying incongruities and deficiencies in the contractors work.
  • Ability to present three projects of the scale and difficulty at which he/she held a similar position.
  • Communication, Language, and Software Skills with the ability to utilize a variety of software programs.

Nice To Haves

  • Experience with Federal projects and with the VA in particular.

  • 30-hour OSHA Safety Training Class.

Responsibilities

  • Monitoring Project Financial Data and Budgetary Cost Accounting Services including assisting the Contracting Officer and Contract Specialist with monitoring and reviewing budgetary cost accounting.
  • Conducting or attending weekly or bi-weekly project meetings with the VA, SEP/HEFP, the COR, and other persons to review and monitor projects.
  • Keeping thorough records of occurrences, contracts, and other construction related matters of the project to assist the VA in conflict resolution.
  • Monitoring the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services.
  • Maintaining marked up sets of project plans and specifications for future as-built drawings.
  • Performing routine inspections of construction as work proceeds and notifying the VA and general contractor when work requires correction.
  • Compiling thorough site inspections, lists of defects and omissions related to the work performed.
  • Assisting the CO/CS and the COR with Claims Administration including furnishing reports with supporting information necessary to resolve disputes.

Benefits

  • Salary range of $80,000 - $85,000.
  • Duration of 2 years (548 calendar days after Notice to Proceed).
