Under the general direction of the Director - Mobility Services, the Connexion Manager is responsible for the overall operation and leadership of Connexion, the JTA's paratransit service, the Transportation Disadvantaged functions, Community Transportation Coordinator (CTC) functions, and regional paratransit service delivery. This includes management of contracted paratransit services, ensuring compliance with state, local, and federal regulations, and overseeing paratransit eligibility processes and procedures. The Connexion Manager plays a crucial role in the research, development, and implementation of service programs aimed at assisting people with disabilities and those who are transportation disadvantaged. Additionally, this position may assist with backup responsibilities for other Mobility Services as needed. The Connexion Manager will manage and coordinate the activities of staff engaged in the administration of paratransit services. This includes ensuring contract compliance, fiscal accountability, adherence to funding source requirements, quality assurance, program safety, vehicle and equipment safety, eligibility determinations, travel training, complaint investigations, and compliance with state and federal regulations. The role also involves collaborating with regional partners to ensure high levels of operational effectiveness, efficiency, and customer satisfaction in regional paratransit services. In this position, the Connexion Manager will develop and implement policies, procedures, and practices regarding transportation services for people with disabilities. They will also be responsible for developing contract specifications and Requests for Proposals (RFPs) for the provision of Paratransit Services, Travel Training, and Functional Assessments for paratransit eligibility. The manager will work closely with mobility-impaired individuals and representative organizations to identify accessibility needs and develop effective solutions, coordinating with other JTA departments on accessibility activities. The Connexion Manager will represent JTA at various meetings, including advisory committees and community-based service organizations, and will be responsible for preparing operational reports for stakeholders. They will also manage the budget for paratransit services, ensure adequate availability of fleet equipment, and conduct system safety and quality assurance audits as needed. This position requires a thorough understanding of the Americans with Disabilities Act of 1990 (ADA) and related regulations, as well as the ability to resolve customer concerns and perform other duties as assigned.
