About The Position

The State of Connecticut, Department of Housing (DOH), is accepting applications for a Connecticut Careers Trainee (Administrative & Residual) in Hartford, CT. The qualified individual will be appointed to the target class of Housing Specialist 1 upon completion of the applicable training period. The Connecticut Careers Trainee will work in one or more of the following areas: community planning, housing finance, housing development, community development finance, community research, grant writing. As a Connecticut Careers Trainee, you will learn about the wide variety of state and federal programs, with the goal of qualifying as a Housing Specialist 1 at the end of the 1-2 training program. You will learn about the areas of planning, policy development, housing development, community development, and related activities. The Department of Housing is the lead agency for housing matters for the State of Connecticut and is responsible for the creation of environmental review records for more than ten (10) federal grant programs associated with affordable housing and community development activities.

Requirements

  • Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.
  • Oral and written communication skills
  • Ability to acquire knowledge and skills required for the target classification
  • Ability to understand, evaluate and solve problems by exercising judgement and logic
  • Ability to read, interpret and understand written material
  • Ability to perform basic arithmetical computations
  • Ability to interpret charts, graphs and tables
  • Ability to learn and reason
  • Ability to establish and maintain cooperative relations with superiors, associates and general public
  • Ability to utilize computer software

  • Education or experience in community development planning.
  • Education or experience in public policy or program development.
  • Education or experience in housing finance or affordable housing initiatives.
  • Education or experience in community development finance.
  • Experience communicating with internal and external stakeholders.

Responsibilities

  • Work on projects related to planning and operation of state and federal grant and loan programs.
  • Learn about the wide variety of state and federal programs, with the goal of qualifying as a Housing Specialist 1 at the end of the 1-2 training program.
  • Learn about the areas of planning, policy development, housing development, community development, and related activities.
  • Perform a variety of increasingly difficult duties as skills are acquired during course of training period.
