About The Position

The Congressional Inquiries Analyst serves as an action officer in the National Guard Bureau (NGB) Congressional Inquiries Branch, responsible for providing factual, coordinated, and timely replies to inquiries from Members of Congress, committees, and their staff. This role involves managing a variety of inquiries, ensuring compliance with privacy laws, and maintaining effective communication with various stakeholders within the Department of Defense (DoD) and Congressional offices.

Requirements

  • 3 years of experience with analyzing and responding to congressional inquiries.
  • 3 years of experience working with the NGB or equivalent other Service Headquarters of DoD Level.
  • Experience demonstrating a high level of understanding of the congressional budget and appropriations process, including analyzing appropriations tables and justification books.
  • Experience analyzing and tracking the annual National Defense Authorization Act, Appropriations Act, and Military Construction appropriations.
  • Experience demonstrating understanding of congressional committee processes and procedures, including mark-ups, hearings, and nominations.
  • Experience with DoD policy development, program processes, and program execution.
  • Understanding of DoD legislative and ULB processes.

Nice To Haves

  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, and Teams).
  • Demonstrated experience using Microsoft SharePoint/work collaboration tools.
  • Demonstrated experience using software database and tracking systems.
  • Experience performing case management duties.
  • Active Secret Clearance.

Responsibilities

  • Receive and record written and telephonic inquiries from members of Congress and other government offices in the NGB LL internal database.
  • Provide interim responses every 21 calendar days to the inquiring official until the final response is drafted.
  • Ensure all inquiries are properly staffed and vetted for accuracy before transmission on behalf of senior leadership at NGB.
  • Establish and maintain contacts with staff of Congressional offices and within DoD, Army, the Air Force, and the States and Territories.
  • Maintain a current contact roster of Congressional office staff and appropriate points of contact within DoD, Army, Air Force, and States and Territories.
  • Ensure compliance with Privacy Act and Freedom of Information Act for inquiries received by the CIBC, providing responses within 24 hours.
  • Initiate coordination of sensitive inquiries related to personnel information requests between the National Guard, Departments of the Army and Air Force, States and Territories, and other executive agencies.
