About The Position

We are recruiting for a Senior Configuration Manager (CM) for the Engineering, Professional, and Administrative Support Services (EPASS) Contract at Peterson SFB, in Colorado Springs, CO supporting the Ground-Based Radar Digitization (GBRD) program. The Ground-Based Radar Digitization (GBRD) program modernizes the legacy radar systems associated with the five Upgraded Early Warning Radars (UEWRs) and the Perimeter Acquisition Radar Attack Characterization System (PARCS), which provide continuous surveillance for missile and satellite detection, tracking, and reporting to support Missile Warning, Missile Defense, and Space Domain Awareness missions. This modernization effort replaces outdated analog and hardware-only components with advanced digital, scalable solutions that leverage a government-owned, open-architecture approach. An additional program goal is to address existing cybersecurity vulnerabilities in the legacy systems by improving cybersecurity capabilities, to include threat detection and data protection. This is a full-time position located at Peterson Space Force Base, Colorado.

Requirements

  • Citizenship: Must be a US citizen
  • Clearance: Must have and be able to maintain an active TS/SCI level clearance
  • Education: High School Diploma
  • Years’ experience: 20 years of directly related experience with proper certifications, 8 of which must be in the DoD OR,
  • BA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD OR,
  • Advanced Degree (MS) and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD
  • Configuration Management experience within the Department of Defense.
  • Experience performing HW and SW configuration audits
  • Experience performing the technical administrative activities necessary to manage CM tools for inventory control, version control, data duplication, and media labeling
  • An in-depth understanding of the configuration change control process, the role of the Change Control Board, and change control documentation
  • Experience developing briefings for management
  • Understanding of all phases of the software development life cycle
  • Ability to enter and manipulate data in a database

Nice To Haves

  • Certification: PMP
  • Education: Bachelor's Degree
  • Experience: 10 years of experience in program/project management with 3 years of relevant experience within the Department of Defense (DoD)
  • Experience working in an Agile environment
  • Previous A&AS experience

Responsibilities

  • Provide CM of all relevant program artifacts / acquisition documentation
  • Review and analyze the Development/Sustainment Contractor’s CM program and data deliveries for accuracy, completeness, and compliance
  • Manage and support Configuration Control Board (CCB) / review board processes for Program Office, including planning, minutes, and actions
  • Assist the Government in developing and administering configuration management plans; maintaining design traceability and integrity; convening and managing change boards; and preparing for and attending major events such as, but not limited to, TIMs, PDRs, CDRs, PCAs, FCAs, and CCBs
  • Participate in cross-functional change control boards to evaluate proposed changes
  • Review and analyze proposed changes to ensure operational and sustainment capabilities are not adversely affected by the changes
  • Support Engineering Assessments and prepare for, conduct, and/or support major audits such as Physical Configuration Audits (PCAs) and Functional Configuration Audits (FCAs)
  • Record and maintain assessment and audit findings, minutes, and action items.
  • Review, report, and analyze the Development/Sustainment Contractor’s data/item delivery status and conformance to CDRL requirements
  • Work closely with program management, systems engineers, and product support specialists in an integrated product team environment
  • Maintain design traceability and integrity
  • Manage configurations of software, engineering documents, design drawings, engineering changes and notices, and plan/conduct design audits. The contractor must have skills and experience necessary to work closely with program management, systems engineers, quality managers, and design engineers in an integrated product team environment.
  • Maintaining a variety of electronic files and websites utilizing web-based applications
  • Track program Deficiency Reports (DRs)
  • Ensures integrity of the baseline including major releases, minor releases, patches, and software maintenance
