About The Position

The Concrete Estimator / Project Engineer dual-role position provides preconstruction support and secondary project engineering support for JHL’s self-performed concrete operations. In this position you will be responsible for accurate quantity takeoffs, scope development, pricing, risk identification, subcontractor/vendor coordination, and preparation of clear, defendable estimates. Project Engineer responsibilities include providing effective and efficient support to the Concrete Project Manager and the Concrete Superintendent on all SPC projects. The position will perform routine daily activities and assist in gathering and distributing information to team members and subcontractors.

Requirements

  • Bachelor’s Degree in Construction Management, Civil Engineering, or 5 yrs experience in the construction industry including Project Engineer and/or Estimating.
  • Minimum five (5) years of experience in the commercial, or civil, concrete construction industry as a Project Manager, Estimator, Senior Project Engineer, or Superintendent.
  • Proficient at the following software systems: Microsoft Office Suite, Digital Takeoff Software, Bid Solicitation Software, Bluebeam, Procore, HCSS Heavy Bid & Heavy Job
  • Proficient with building/estimating techniques.

Responsibilities

  • Accurate and timely review of the design documents to identify the required scopes of work and communication of this scope to the bidding subcontractors / vendors.
  • Attending internal pre-bid meetings, site walks and preconstruction coordination meetings.
  • Developing pre-bid RFI’s to clarify the construction documents and/or conflicts between design documents / specifications.
  • Track and log all documents issued during the preconstruction period.
  • Completing accurate takeoffs of plans ranging from conceptual to final CD’s
  • Obtain and apply accurate/complete costs to the quantities.
  • Pricing materials, equipment, labor & other execution requirements for misc. self-performed concrete scopes of work.
  • Work with concrete team to determine proper means and methods, formwork systems, and approach.
  • Prepare estimates in estimating software and review scope, productions rates, waste factors, and means and methods with concrete team.
  • Collaborate with Preconstruction Manager and Project Team to understand project execution plan (staffing, equipment needs, weather protection, safety, contingency, etc.) and ensure project estimates support the execution plan.
  • Understands client and design team goals/requirements and works with Preconstruction Manager to support these goals/requirements.
  • Review and understand assigned specification sections and include critical or unique requirements on JHL Bid tabulation form and bid item list.
  • Identifies risk items related to assigned scopes of work and collaborates with Preconstruction Manager to mitigate these risks.
  • Works with Preconstruction Manager to prepare detailed proposals that are clear, defendable, and formatted consistently.
  • Discovery of document inconsistencies and development of pre-proposal clarifications.
  • Building relationships with subcontractors, vendors and proposers to encourage participation in the bidding process.
  • Aggressive solicitation & follow-up with subcontractors to ensure complete bid coverage and timely receipt of bids.
  • Detailed review of supplier scopes to ensure that all distributed documents have been accounted for and included. Summarize the results in JHL’s bid tabulation form.
  • Participation in bid day activities.
  • Attending pre-award meetings with JHL’s concrete team.
  • Properly populate –25% handoff meeting minutes
  • Other duties as assigned.
  • Oversees document control processes (submittals, RFI’s, ASI’s, change management, etc.)
  • Assist with site safety documentation.
  • Assist with developing and updating project CPM schedule.
  • Assist in implementation of project specific QC Plan and Assist in verification of quality of work put in place (QC conformance & punch list administration)
  • Pre-pour QC inspections and checklist.
  • Facilitating subcontractor and supplier coordination, and procurement working in conjunction with the Concrete Superintendent and Concrete Project Manager.
  • Oversees material procurement tracking and inventory.
  • Assist in productivity tracking.
  • Assist in ordering materials and scheduling inspections with project manager/superintendent.
  • Manage deficiencies log and work with 3rd part QC manager to ensure any deficiencies are closed out in a timely manner.
  • Oversees project closeout process (warranties, O&M’s, as-built drawings, owner training, etc.)
  • Accurate note taking at project meetings and distribution of meeting minutes both internally and externally.
  • Exposure to project budget tracking, subcontractor pay application approval, invoice approval, and owner pay applications.
  • Maintaining project logs
  • Assist in identifying, creating, and managing project change orders.
  • Assist PM and Supers in all other tasks as necessary.
