About The Position

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Information Technology Services (ITS) is DSS's technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems. Information Technology Services (ITS) is recruiting for one (1) IT Project Specialist, to function as a Computer Transmission Specialist, who will:

Requirements

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • Education and/or experience which is equivalent to "1", "2", or "3" above.

Nice To Haves

  • Experience in production Control experience on a large-scale Unisys mainframe.
  • Experience with Unisys system processors and utilities which includes FAS, SSG, IPL, Editor. Experience with utilizing scheduling packages such as EXCAL.
  • Working knowledge of ECL.
  • Good oral and written communication skills.

Responsibilities

  • Manage the direction and supervision of Job Coordinators involved in application setup and submission, error correction and problem resolution and run completion verification and quality control of all production and pre-production applications run which include all computer applications run on ITS's IBM, Datapoint and UNIX based personal computer systems for numerous program areas such as Income Assistance, the Agency for Child Services and Personnel Administration.
  • Analyze, develop, design and prepare written specifications for the development and enhancement of existing Legacy Computer System Transmissions that are related to Public Assistance (PA) consisting of 600 jobs, Food Stamps (FS) consisting of 200 jobs, Medicaid (MA) consisting of 150 jobs, Foster Home Care for the Administration for Children Services (ACS) consisting of 300 jobs, plus various miscellaneous jobs and in response to Agency needs.
  • Accurately provide a written description of the agency user requirements and processing needs by following standard formats in order to provide a basis for orderly data transmission; confer with HRA Users, ITS Programmers, and New York State Staff to provide system enhancements and technical assistance relevant to their needs.
  • Determine the feasibility of the user need requests, conveying information, and coordinating the work of these agencies, in order to assist users in defining new system requirements.
