This position is responsible for the project management of the business/system analysis, and quality assurance activities within the office. This position will participate in planning, programming, and implementing system development projects for the Health Management System. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Project management activities to include planning, organizing, executing, monitoring, motivating, and controlling resources to achieve a specific goal. Responsible for time and cost estimates, directing work assignments to ensure the project stays on schedule and project deadlines are met. Participates in strategic planning and implementing departmental goals. Leads and directs the team of technical staff in system planning, analysis, and design. Includes identification and analysis of statewide departmental business requirements and design of systems to meet the business needs of users and management, following the software development lifecycle, adhering to policies, procedures, and standards for business/systems analysis, eliciting/defining/documenting/managing business/system requirements, facilitating requirements workshops, developing visual models, employing diagramming techniques, mentoring/training in business/systems analysis practices. Participates in architecture/design activities and reviews, performs research and development and process improvement tasks. Implements the departmental Information Systems Development Methodology (ISDM) and ensures that project teams follow the ISDM. Communicates with the users on a regular basis and ensures that users are satisfied with the systems that are developed. Ensures that system documentation is accurate and complete. Leads and directs staff in Quality Assurance/Testing. Conducts quality assurance/testing activities for the Health Management System. Includes following the software development lifecycle, adhering to policies procedures and standards for quality assurance/testing, documenting/managing test plans, documenting /managing test cases, recording/documenting/managing manual test scripts, performing manual, and ad-hoc testing, liaison with customer testers on user acceptance testing (UAT), assist with UAT test plans, test cases, test scripts, mentoring/training in quality assurance/testing best practices. Leads and directs staff in system implementation. Assists with the implementation of systems that are developed in-house or under contract to the Department. Works with other project managers, users, and management to ensure that the application meets user business needs. Leads and directs the team in customer service activities. Provides customer assistance on issues related to computer use, applications, systems, and system utilization. Ensures that customer needs are met. Ensures that project teams are aware of the importance of customer service. Performs other duties as assigned.
