About The Position

The Virginia Department of Motor Vehicles is hiring for a Computer Center Lead Engineer for a position within its IT Services Administration at its headquarters location in Richmond, VA. This position is open to current DMV employees only. The Computer Center Lead Engineer leads and manages projects for various administrations, with responsibility for technical and functional development from definition through conceptual modeling, design, construction, testing, and implementation. These projects are typically high-priority, have demanding time requirements, and are large and/or very complex due to technology, often spanning multiple platforms and/or user and system interfaces. The role requires innovation and a "big picture" evaluation during conceptual design. The incumbent interacts with internal and external management, users, and technical staff to ensure effective and satisfactory products, and negotiates/coordinates dates/tasks with DMV departments and external entities. This position will primarily focus on computer systems under DMV's Motor Carrier and Tax Services business areas. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles, and also serves a wide array of businesses and organizations. Requirements

  • Experience leading projects from problem logs to large-scale in size and to direct the work of others
  • Working experience analyzing data for applications for feasibility and performance studies, to evaluate manual work procedures and computer systems for efficiency, to define the impact of systems designs, and to solve computer related problems
  • Experience developing automated solutions
  • Experience assembling project teams, assign tasks, develop project schedules and estimates, and determine resource needs
  • Experience in Mainframe Systems, NATURAL programming, NATURAL ONE, ADABAS database management systems, COM-PLETE, JCL VS. Familiarity with TSO, Windows operating systems, and CSS Mainframe systems, essential for managing DMV’s integrated applications
  • Experience in AGILE methodology

  • Experience in DMV & ITS administrative systems
  • Experience with the VIIM System
  • Experience with Operating Authority, Citation Tracking, and Fuels Tax
  • Working experience in Visual Basic (VB.NET) (using Visual Studio), ASP.NET web technologies, including ASPX, MVC, and API (using Visual Studio)
  • Working experience in using Soap UI tool to test SOAP web services
