The incumbent serves as the Deputy DZ, advising on alternative plans and programs for missile defense objectives, projected threats, allied contributions, and integrated program analyses. The role includes advising the Director on Planning, Programming, Budget, Budget and Execution (PPBE) efforts to acquire Missile Defense Systems (MDS) and supports the development of capability-based acquisition and development goals and strategies. The Deputy DZ also oversees strategic resource planning for the MDA operational mission and financial requirements, including Earned Value Management, cost estimating, manpower allocations, and human resources matters. The incumbent ensures resources are available to meet changing requirements and provides recommendations regarding acquisition challenges that could affect the Agency's mission capabilities. As the Chief Financial Officer (CFO), the incumbent has full authority for developing, coordinating, integrating, and executing financial management policies and processes for the effective utilization of $11 billion annually in support of MDA mission requirements. The CFO serves as the key spokesperson for financial management matters with various governmental bodies and ensures compliance with financial reporting legislation. The role includes directing the agency's financial management program, overseeing budget formulation and execution, and participating in corporate decision-making processes. The incumbent also serves as the Agency's Chief Executive for Financial Improvement and Audit Readiness (FIAR), overseeing budget estimates and preparing the Director for budget defense to Congress and other entities. The position requires collaboration with various stakeholders and direct involvement in the agency's budget formulation and reporting processes.
