The Accountant VII position within the Treasury Accounting team at the Comptroller's Office involves overseeing the preparation of financial statements, analyses, and reports. The role requires establishing and maintaining accounting systems and controls, acting as a senior accountant and subject matter expert for special projects related to Treasury Accounting.

  • Oversees the analysis of processing systems and functions and recommends changes as necessary.
  • Serves as subject matter expert (SME) representing the division in meetings dealing with various aspects of Treasury and Statewide accounting.
  • Maintains section accounting records retention, ensuring that all proscribed guidelines and rules are followed.
  • Draft, update, and maintain section accounting procedures and policies by updating or drafting step-by-step guidelines for completing tasks.
  • Oversees and/or maintains overall quality control of the agency's accounting systems.
  • Provides resolution to outstanding accounting reconciling items and ensures the integrity of accounting files.
  • Performs the reconciliation of the monthly USAS/Treasury Master Control Reconciliation Report.
  • Performs accounting entries for multiple entities including but not limited to 311 CPA Treasury Fiscal and 908 Texas Bullion Depository.
  • Maintains CAPPS entries when necessary and reconciles CAPPS to accounting systems.
  • Performs Fund Accounting tasks including balancing the warrant system and compiling all warrant information from approved issuing agencies and reconciling to file totals posting to the warrant database.
  • Processes monthly interest allocation system calculations and distributions at the agency fund level.
  • Prepares and reviews general ledger accounting entries and reconciliation of financial transactions.
  • Assists in the preparation of the Annual Financial Report for 311 CPA Treasury Fiscal and 908 Texas Bullion Depository.
  • Acts as the primary contact point for the State Auditors office in the yearly Treasury audit related to the States Annual Consolidated Financial Report (ACFR).
  • Serves as the SME for major projects including CAPPS deployment and reconciliation of agencies 311 and 908.
  • Performs the allocation of federal funds to state and local programs, including endowments.
  • Bachelor's degree.
  • 5 years experience performing senior level accounting, banking, financial operations and/or related state government experience.
  • 5 years experience in Excel, Word, and other basic office software.
  • 5 years experience in the Uniform Statewide Accounting System (USAS), primarily in agency fund accounting.
  • Experience in PeopleSoft.
  • Experience in agency accounting in CAPPS.
  • Experience in preparing and responsibility for agency Annual Financial Report (AFR).
  • Registered, certified, or licensed in accounting or financial field.
