About The Position

This is professional services work responsible for representing the Office of Aging and Disability Services (OADS) in administrative appeal hearings regarding actions taken by OADS as part of the administration of OADS programs. Duties also include assisting with policy analysis and research, and other related work to further the mission of OADS to support older adults and adults with disabilities. The position sits within the OADS Policy and Program Development unit and reports to the Policy Manager.

Requirements

  • A Bachelor's Degree in Public/Community Health, Health Administration, Health Sciences or Health Education; Public Administration, Government, Social Work, or a closely related field and three (3) years professional experience in the planning, development, coordination and/or evaluation of health programs or services -OR- an equivalent seven (7) year combination of education, training, and experience.

  • Experience with administrative hearings conducted in accordance with M.R.S. Title 5, Chapter 375: Maine Administrative Procedure Act and the Division of Administrative Hearings regulations at 10-144 Department of Health and Human Services, Chapter 1, or other related litigation processes.
  • Experience in regulatory compliance work.
  • Experience with and knowledge of OADS programs and/or other health and human services programs.

Responsibilities

  • Present testimony in a clear and convincing manner at administrative hearings to support the fact that the Department took the correct action regarding programs or services; present motions and make objections, as needed, to support the Department's position.
  • Perform administrative duties to organize, track, document and coordinate information and activity in preparation of administrative hearings.
  • Evaluate clinical and policy related materials for inclusion as evidence at hearings.
  • Participate in pre-hearing conferences; prepare and submit exhibits to be used during hearings; and prepare subject matter experts for participating/testifying at hearings.
  • Write clear, effective, and persuasive closing statements for administrative hearings.
  • Interpret OADS and MaineCare rules and conduct legal research; develop and recommend new/revised rules to improve services to vulnerable adults.
  • Assist with policy research and analysis, including collecting and evaluating statistical data for planning and policy development related to programs that serve older adults and adults with disabilities.
  • Assist in monitoring and keeping abreast of current and proposed federal and state laws, regulations, policies, and rules that impact or potentially impact OADS programs and operations.
  • Track, monitor, and lead projects.
  • Work in collaboration with teams, including internal and external partners, to assist with the resolution of appeals and to further the work of OADS in developing policies for programs and services.
  • Use Microsoft Office Suite and other electronic applications to conduct duties.
