Requirements

  • Seven years of experience in compliance review, investigation, or evaluation related to equal employment opportunity laws.
  • One year of supervisory experience in relevant fields.
  • A bachelor's degree may substitute for four years of non-supervisory experience.
  • A master's degree may substitute for one year of non-supervisory experience.

Responsibilities

  • Administer Equitable Business Opportunities (EBO) accounts and software enhancement requests for the Civil Rights Monitoring and Reporting System.
  • Provide support, assistance, and training in the use of EBO to contractors and department users.
  • Assist with data entry, maintenance, and testing of EBO.
  • Monitor contract information reported in EBO.
  • Provide supervision, guidance, and oversight to the CS1s to ensure accurate and timely performance of duties.
  • Assist and train Regional CS1s in their roles and responsibilities.
  • Perform goal assessment during the design phase to establish realistic DBE/MBE/WBE/SDVOB goals and request waivers if appropriate.
  • Lead on complex matters and coordinate with the Office of Construction.
  • Ensure coverage of CS1 roles during vacancies.
  • Provide temporary oversight and supervision of other regions during absences.
  • Perform QA Review of FHWA Compliance Reviews and submit to the Office of Construction.
  • Review substitutions/reductions/terminations for proper documentation and provide approval.
  • At final acceptance, perform QA review of GFE documentation and provide concurrence.
  • Review applications for vacant CS1 titles and conduct interviews as needed.
  • Perform Commercially Useful Function (CUF) Reviews of Off-Site DBE/MBE/WBE/SDVOB firms.
  • Oversee mega projects within regional oversight.
  • Serve a role within the Incident Command System to support emergency response.
