About The Position

The Buena Vista Gaming Commission (“BVGC”) is an independent governmental gaming regulatory agency for the Buena Vista Rancheria of Me-Wuk Indians (“Tribe”). The BVGC serves as the primary regulator of all gaming activity occurring within the Tribe’s land and ensures all gaming operations comply with the Tribe’s Gaming Ordinance (“Ordinance”), State Gaming Compact (“Compact”), the Indian Gaming Regulatory Act (“IGRA”), and all applicable tribal, state, federal laws, regulations, and internal controls. The Regulatory Compliance & Investigation Agent is responsible for ensuring that all gaming operations under the jurisdiction of the Buena Vista Gaming Commission (“BVGC”) comply with applicable tribal, federal, and state gaming laws and Commission regulations. This position performs compliance reviews, regulatory investigations, and technical inspections of gaming systems to protect the integrity, security, and fairness of gaming operations.

Requirements

  • Knowledge of NIGC MICS, Buena Vista TICS, Gaming Operation SOPs, and Tribal-State Compact provisions.
  • Strong analytical, investigative, and report-writing skills.
  • Ability to interpret and apply complex gaming laws and regulations.
  • Proficient in Microsoft Office Suite and database management systems.
  • Excellent written and verbal communication skills.
  • Ability to maintain professionalism, confidentiality, and impartiality in all situations.
  • Must be dependable, detail-oriented, and capable of working independently and as part of a team.
  • Associate’s degree in criminal justice, Business Administration, or related field preferred.
  • Minimum of two (2) years of regulatory, investigative, or gaming experience required.
  • Candidates must maintain a high degree of confidentiality.
  • Because personal characteristics such as honesty, sound judgment, integrity, and a sense of responsibility are especially important, candidates are required to submit and pass screening and background investigation to determine suitability.

  • Prior experience with a Tribal Gaming Commission or regulatory agency strongly preferred.

Responsibilities

  • Always maintain strict confidentiality of all information within the Gaming Commission.
  • Conduct audits, inspections, and observations of gaming operations to ensure adherence to the Tribal Gaming Ordinance, Tribal-State Compact, NIGC MICS, and BVGC regulations.
  • Review operational reports, logs, and surveillance summaries for signs of noncompliance or irregularities.
  • Provide compliance-related training and guidance with the gaming operation and Commission staff.
  • Conduct impartial investigations into alleged regulatory violations, employee misconduct, or breaches of license conditions.
  • Gather and analyze evidence, conduct interviews, and prepare detailed investigative reports.
  • Present investigative findings and recommendations to the Executive Director and/or Gaming Commissioners as required.
  • Inspect and verify gaming devices, software, and systems for compliance with approved technical standards.
  • Conduct validation testing of gaming device control program storage media to ensure accuracy and compliance with TICS, MICS, and Compact requirements.
  • Respond to and assist the Gaming Operation with gaming device deliveries, installations, conversions, and program verifications.
  • Validate and verify the legitimacy of large jackpots and investigate potential malfunctions or fraudulent activity.
  • Test and certify the technical compliance of every gaming device before it is placed into play or relocated.
  • Work collaboratively with IT staff, manufacturers, and testing laboratories to validate equipment certifications and configurations.
  • Maintain accurate and up-to-date records of all technical inspections, verifications, and certifications.
  • Coordinate timelines and deadlines for the submittal and review of Gaming SOPs
  • Conduct and assist in follow-up investigations to ensure corrective actions are implemented effectively.
  • Communicate professionally with casino personnel, vendors, government agencies, and other tribal gaming commissions.
  • Identify and resolve operational or procedural issues independently, taking initiative to improve regulatory processes.
  • Remain current on all local, state, and federal gaming laws, regulations, and Commission policies.
  • Perform other duties as assigned.
