About The Position

The City of Amarillo is seeking a Compliance Coordinator to support the operations and development of key permitting compliance for Industrial Pretreatment and Stormwater Management programs. This role involves ensuring compliance with TPDES permits, providing training on regulatory requirements, and assisting the Permit Compliance Manager with compliance elements of NPDES type permits. The position requires strong organizational skills and the ability to work in a dynamic environment, as well as the capability to conduct inspections, investigations, and reporting related to environmental compliance.

Requirements

  • High School Diploma or equivalent.
  • Minimum of five years experience in water, wastewater, stormwater, or a related field.
  • Experience operating a treatment plant is preferred.
  • HAZWOPER, First Aid, and CPR certification required within 90 days of employment.
  • Must work to obtain a 'B' Wastewater Treatment Plant Operators Certificate.
  • Valid Texas Driver's License required.
  • Strong verbal and written communication skills.

Nice To Haves

  • Experience with data entry and word processing.
  • Ability to operate flow meters and automated samplers.
  • Ability to operate and repair small/light equipment.

Responsibilities

  • Conduct industrial inspections to ensure compliance with City permits.
  • Investigate accidental and illegal spills and environmental pollution problems.
  • Coordinate pretreatment and MS4 inspection activities between users, industries, and the city.
  • Oversee the Liquid Waste Hauler inspection program to meet EPA and TCEQ requirements.
  • Monitor industrial and stormwater discharges for compliance with regulations.
  • Schedule routine sampling events for stormwater and pretreatment programs.
  • Review MS4 and industrial discharge reports for compliance documentation.
  • Prepare and issue Notice of Violation letters to noncompliant users.
  • Assist in preparing Compliance Orders for noncompliant users.
  • Maintain accurate records of analytical data for reporting purposes.
  • Prepare annual reports for TCEQ regarding Stormwater and Industrial Pretreatment programs.
  • Oversee daily operations of the Household Hazardous Waste (HHW) program.
  • Manage HHW data entry and inventory system.
  • Provide training on HHW program requirements.
  • Coordinate public education for Stormwater and Pretreatment standards.
  • Conduct annual meetings with internal TPDES permit holders for compliance assurance.
  • Prepare and submit monthly industrial billing reports.
  • Assess penalties for Stormwater and Industrial violations.
  • Stay updated on Pretreatment and MS4 requirements and regulations.
