About The Position

Under the direction and guidance of the Director of Health Information Resources in the Center for Health Statistics (CHS), the Compliance Analyst monitors contract performance by examining invoices, payments, data delivery, and other requirements for compliance with terms of contract and policies. Works with others during contract procurement, specifying and documenting details. Consults with contractors and others to determine compliance with contract requirements. Reviews invoices and data delivery for completeness and accuracy. Reconciles contract deliverables against invoices. Serves as a liaison with HHS legal to ensure program, legal, and fiscal requirements are met for agreements and contracts. Completes and/or oversees the completion of required reports and documentation. Monitors, reviews and audits contract documentation for compliance with policies, procedures, protocols and requirements to ensure data integrity and accountability. Maintains, updates, and assesses data in an internal tracking system. Maintains and assesses documentation of compliance activities, such as complaints received or investigation outcomes. In conjunction with others, develops monitoring and audit tools such as those used for contract reviews/audits. Monitors audits, findings and tracks through completion. Updates and revises tools or job aids as necessary such as when policies, procedures and guidelines change. Maintains a regular and predictable work schedule. Performs related work as assigned.

Requirements

  • Must possess CTCM certification or become CTCM (Certified Texas Contract Management) certified within 6 (six) months of hire.
  • Customer/client service experience.
  • A minimum two (2) years of experience in compliance, contract compliance, contracts management, desk reviews, or audits.
  • Graduation from an accredited four-year college or university or eight (8) years state government experience.

Responsibilities

  • Performs compliance and contract work involving examining, evaluating, and monitoring records, programs, documents, agreements, contracts, and research applications to ensure conformity with laws, policies, rules, and regulations.
  • Reviews agency contracts to assess the adequacy of performance and deliverable requirements.
  • Works with others during contract procurement, specifying and documenting details.
  • Ensures program and contract parties’ compliance regarding protection of confidential data, protected health information (PHI), sensitive personal information (SPI), and personally identifiable information (PII) as it relates to contracts.
  • Provides recommendations to program area staff to resolve issues identified compliance reviews and improve monitoring quality and compliance.
  • Collaborates with program area staff to coordinate compliance reviews.
  • Coordinates and prepares responses to issues, inquiries, and other correspondence concerning the compliance reviews.
  • Maintains, updates, and assesses data in an internal tracking system.
  • Maintains and assesses documentation of compliance activities, such as perceived data breaches, security incidents, and investigation outcomes.
  • Conducts inspection and analysis activities on contract performance.
  • Works to ensure Data Use Agreements (DUAs) supporting HHS programs do not expire.
  • Reconciles contract deliverables versus invoices sent and payments received.
  • Requests data destruction and ensures such according to policy, procedure, agreement, and/or contract terms.
  • May respond to public inquiries regarding aggregated data, vital events, or research applications.
