About The Position

FWI is building a team to provide technically skilled contractor personnel to augment the U.S. Department of State's Directorate of Defense Trade Controls (DDTC) in regulating defense trade through Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) compliance, including registration, licensing, enforcement, and policy development to ensure proper oversight of defense article exports and imports. As a Compliance Analyst Level V, you will provide subject matter expertise and leadership for junior staff while overseeing the registration of defense trade entities, administrative compliance cases, and enforcement procedures, and serves as the primary coordinator with interagency partners, law enforcement, and the defense industry on complex export control compliance matters. Position is contingent upon contract award Work Schedule and Location: On-Site: This full-time on-site position will work Monday through Friday, 8:00 AM to 5:00 PM in Washington, D.C.

Requirements

  • ACTIVE Secret clearance required; must be able to obtain Top Secret or TS/SCI if requested by the customer
  • Bachelor’s Degree or combination of post-high school education and experience with over ten (10) years of industry or government experience in ITAR compliance, or civil or criminal enforcement of the AECA/ITAR.
  • Has an expert level of knowledge of ITAR and in-depth knowledge of the Directorate of Defense Trade Controls’ goals and priorities.
  • Strong written and verbal communication skills and presentation skills. The candidate should be prepared to provide writing samples.
  • Establish priorities and organize a variety of activities, often on a simultaneous basis.
  • Interact with personnel at all grade levels.
  • Work under pressure of short, rigid deadlines and time constraints.
  • Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.
  • May be required to travel within domestic and/or international.

Responsibilities

  • Provides subject matter expertise, policy recommendations, and guidance/leadership for junior staff
  • Works cooperatively with other Directorate offices, regional/functional bureaus, DOD, law enforcement agencies, Intelligence Community, and industry representatives
  • Acts as expert on special projects, advising senior management and law enforcement on foreign policy and national security implications
  • Oversees registration of exporters, manufacturers, and brokers under ITAR
  • Oversees administrative compliance cases and enforcement procedures
  • Maintains State Department's Watch List database
  • Coordinates with interagency non-proliferation and export control community
  • Ensures criminal AECA and ITAR violations are identified and referred to law enforcement
  • Conducts proactive outreach to defense community for compliance promotion
