About The Position

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The Department of Youth and Community Development’s Comprehensive Afterschool System of NYC (COMPASS) formerly known as the Out-of-School Time Program is comprised of over 800 programs serving young people enrolled in grades K-12. Program Managers monitor and provide support to the COMPASS portfolio of youth programs. A primary focus of their monitoring is ensuring the DYCD funded agencies are following all required health and safety protocols. The COMPASS initiative provides childcare services to low income working families across New York City during the school year, school holidays and summer months. Over 100,000 young people participate in the COMPASS program annually. In addition, to childcare participants receive meals, academic enrichment, cultural and recreational programming. The Program Manager's role is key to the success of the initiative. Program Managers are responsible for ensuring contractual compliance and providing programmatic support to providers who operate after-school services for all youth.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Responsibilities

  • Monitor and evaluate Community-Based Organization (CBO) COMPASS contractors.
  • Review and approve program plans.
  • Conduct site visits during late afternoon and early evening hours.
  • Provide technical assistance and directs work improvement or corrective action for underperforming CBO contractors.
  • Participate in contract negotiations.
  • Advance knowledge of COMPASS sites by providing technical assistance and sharing resources to promote program quality.
  • Provide technical expertise to contractors in the development stages of their contracts and contract.
  • Evaluate contract performance reports, as well as agency fiscal documents to ensure contract compliance.
  • Become proficient and provide training to CBOs on DYCD CONNECT, DYCD’s innovative, web-based program management system.
  • Make summary reports to higher administrative levels along with recommendations to improve program performance.
  • Prepare standard reports as designated by higher management.
  • Other projects and tasks as needed to support the COMPASS unit and its programs.
