About The Position

Community & Workforce Development Department is seeking three (3) skilled and compassionate Case Managers to provide critical direct support to individuals and families experiencing financial hardship, housing instability, and imminent risk of eviction. These positions play a vital role in ensuring timely, effective delivery of rental assistance, utility assistance, eviction‑prevention services, and related services. Case Managers will provide urgent, empathetic client assistance through phone, email, online, and in‑person interactions. They will assess individual needs and connect clients with the appropriate resources, programs, and community resources. The role requires strong organizational skills, the ability to manage multiple cases simultaneously, and a calm, professional approach to de‑escalating emotionally-charged situations in which clients may be facing homelessness. Successful candidates will demonstrate strong motivational interviewing skills, sound judgment, and the ability to guide clients toward stability and long‑term economic independence. Responsibilities also include maintaining accurate client records, reviewing documentation for completeness, supporting program compliance, and collaborating with internal staff and external partners to maximize available resources. Requirements

  • Associates degree from an accredited college, university or technical school in management, public or business administration or a field related as determined by the department head at the time of recruitment AND one year of professional experience in health, customer service, human services, or a closely related field.
  • OR: One year of experience with Pima County as a Community and Workforce Specialist I or similar Pima County position, as determined by the department head at the time of recruitment.
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.

Nice To Haves

  • Minimum two (2) years experience providing direct client services to individuals or families in crisis, including support related to financial assistance, eviction prevention, or housing stability.
  • Minimum two (2) years experience assessing client needs and connect individuals with appropriate community resources, programs, and support, in alignment with departmental service delivery expectations.
  • Experience navigating multiple assistance programs and coordinating services with nonprofit or community‑based organizations to maximize available resources.
  • Minimum two (2) years of experience collecting, reviewing, and maintaining accurate client data and program documentation, including confidential client data, reports, progress records, or financial submissions, to ensure completeness and compliance.
  • Experience with providing coaching, guidance, or financial/budget counseling to support clients in achieving stability and increased economic independence.
  • Experience with communication and customer service, responding promptly to internal and external stakeholders.

Responsibilities

  • Participates in the day-to-day operational and support activities of a specialized, complex functional program or work unit within the Community & Workforce Development Department
  • Provides direct services urgently and compassionately to Community & Workforce Development clients, which may include working with clients via phone, email, online, or in person, including collaboration with other agencies and organizations to maximize resources and services
  • Assesses the needs of community members and provides guidance on appropriate resources based on individual needs
  • Matches qualified candidates with resources, coaching, or support related to employment, education, or financial assistance
  • Represents the program or work unit at community events and in meetings with County personnel and/or community partners
  • Provides administrative and other support essential to the completion of program or work unit objectives, including mentoring and leading staff and volunteers in specialized program activities
  • Provides input to management in the development of program goals and objectives
  • Manages and maintains accurate records of program participants and their progress
  • Responsible for other duties as assigned in support of the overall goals and functions of both the Community & Workforce Development Department and Pima County.
