About the position

The Racine Police Department serves the City of Racine in Southeastern Wisconsin with a population of 77,816 people. We are a department that has adopted the philosophy of Community Orientated Policing and is a recognized leader in this area. Under the general supervision of the CSO Supervisor, the Community Service Officer (CSO) is responsible for enforcing motor vehicle parking regulations and animal control laws. Community Service Officers will handle animals for the purpose of investigations of mistreatment or control of abandoned, dangerous or unattended animals, plus write parking citations for all parking violations.

Responsibilities

  • Enforce motor vehicle parking regulations and animal control per State Statutes, County, and City Ordinances.
  • Handle animals for investigations of mistreatment or control of abandoned, dangerous or unattended animals.
  • Issue parking citations for parking violations.
  • Respond to citizen complaints and complete reports for incidents that do not require a sworn police officer.
  • Prepare for prosecutions, give evidence and provide testimony in court as necessary.
  • Investigate reports of animal attacks or animal cruelty, interview witnesses, collect evidence and write reports.
  • Capture and remove stray, uncontrolled, abused, nuisance or wild animals from undesirable conditions.
  • Educate the public about animal welfare and animal control laws and regulations.
  • Issue warnings or citations in connection with animal related offences.
  • Check on complaints of abandoned vehicles within the City of Racine.
  • Determine whether abandoned vehicles need an immediate tow or follow-up.
  • Initiate tows and receipt of the vehicle at the Impound Lot.
  • Assist vehicle owners at the Impound Lot and ensure proper paperwork is signed.
  • Work with other City Departments on the removal of vehicles from private property locations.
  • Control and supervise citizen access to vehicles and secured storage areas at the Impound Lot.
  • Complete Impound Lot Control Form and/or Phoenix data entry.
  • Perform other duties as assigned.

Requirements

  • High school diploma or GED.
  • One year experience in public contact work.
  • Possession of a valid driver's license and a good driving record.
  • Must be a lawful permanent resident of the United States or a citizen of the United States.

Nice-to-haves

  • Wisconsin Humane Officer Certification or ability to obtain within 1 year of hire.
