About The Position

Capital Area Community Services, Inc. is seeking a Community Programs Manager II to provide high quality one-on-one financial education and counseling to low-income homeowners facing property tax and/or mortgage foreclosure. Provides management, guidance, support, and oversight to the Financial Literacy staff, interns, and volunteers in Clinton, Eaton, Ingham, and Shiawassee counties. Essential Functions Responsible for the overall operation of Property Tax Foreclosure Prevention activities in the counties with project-specific funding, ensuring that services are delivered effectively and appropriately to those who qualify. Supervises and supports the Financial Literacy staff. Connects Financial Literacy staff to partner agencies and other wraparound supports (i.e. benefits, tax preparation, emergency services, other family supports) to ensure clients achieve greater results by addressing barriers to stability. Collaborates with County Treasurers, local governments, courts, and community-based organizations on behalf of Property Tax Foreclosure Prevention clients. Leads outreach strategies to connect with at-risk homeowners, especially underserved communities. Participates in initial trainings and ongoing professional development trainings for their position. Supports and facilitates the ongoing professional development of Financial Literacy staff. Collects various project related data as required, including but not limited to client intakes, client counseling sessions, property tax payments made, referrals made to specific partners, and any applications taken to provide direct services for CACS sponsored programs. Prepares detailed and timely reports on a weekly, monthly, quarterly, and annual basis. Ensures that required client data in the EmpowOR database is accurate and completed in a timely manner for all project participants and maintains an accurate account of all services. Maintains accuracy and confidentiality of all client files, records, and services provided to each individual/family, including database and shared systems required by funding sources. Follows the established required protocol and program requirements. Follows client confidentiality policies as outlined in the personnel policies and procedures. Works cooperatively with staff and participants to meet Project objectives. All other duties as assigned to carry out the objectives of the project. Requirements

  • A bachelors degree from an accredited college or university and 2 years of relevant work experience with some background in finance, financial education, counseling/coaching, or social service delivery.
  • Relevant related work experience may be substituted for training.
  • Required financial counselor training and certification.
  • Must be willing to obtain and maintain Accredited Financial Counselor certification (through AFCPE) within a reasonable amount of time after starting the position.
  • Particular expertise in one of the following: financial services, social work, financial planning, coaching/mentoring, teaching, or other related fields.
  • Knowledgeable about credit, debt, and money management; savings and investment options; and safe financial products and services.
  • A minimum of 2 years field experience, particularly in financial education, social work, and/or counseling.
  • Self-motivated and able to work efficiently and effectively to meet the goals of the program.
  • Excellent oral and written communication skills.
  • Demonstrated ability to work effectively with a diverse low-income population.
  • Excellent working knowledge of Microsoft Word, Excel, and Outlook.
  • Ability to use a client management database.
  • Local travel to different sites required using own vehicle.
  • Extensive background check clearance and drug screen (including marijuana) is required.
