About the position

The DHHS Division of Public Health is seeking a Community Health Program Manager (DHHS Program Manager I V78791) to connect with and foster collaboration between the Agency and our Tribal and Local Health Departments across Nebraska. This position is a key partner for both internal and external stakeholders for the Division. The mission is to support the work of DHHS to modernize and improve public health within the agency as well as support our partners to grow and serve the people of Nebraska through proven effective intervention which will then help Nebraskans live better lives. Working with and supporting Nebraska's Tribal and Local Health Departments, the Community Health Program Manager ensures each health department implements and carries out the essential functions of public health in each of their health districts. The person in this position plays a key role in supporting public health across the state, supporting healthier Nebraskans.

Responsibilities

  • Fiscal and technical support to Nebraska Tribal and Local Health Departments.
  • Manage and allocate federal funds to Nebraska Tribal and Local Health Departments.
  • Provide technical assistance to UNMC partners and local health departments in relation to public health accreditation and performance management.
  • Manage and monitor several sub-awards including policy and SOP development to standardize sub-award-related tracking and reporting documents.
  • Identify and facilitate training opportunities to build additional capacity and ensure close collaboration of Division programs with external partners.
  • Identify opportunities to better collaborate with DPH programs and external partners.
  • Participate in various Division advisory groups.
  • Conduct site visits to local health departments.
  • Support DPH policy and legislative priorities including supporting the Board of Health.
  • Support Board of Health and serve as leadership liaison to the State Board of Health.

Requirements

  • Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field.
  • Experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets.
  • Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.

Nice-to-haves

  • Masters in public health, public administration, social/behavioral sciences, or related field.
  • Experience with grants management, leadership, and partnership building.
  • Experience working in public health, preferably in a state or local setting.
