The individual in this position will provide program management and oversight for adult, travel, refugee health, and children’s immunization services across all agency sites. This role includes supervising immunization and employee health staff at the Ringling and North Port locations within the Disease Control and Health Protection Division of DOH Sarasota. Responsibilities include all aspects of staff supervision, such as employee recruitment and selection, developing performance plans, conducting evaluations, directing daily work, approving leave, and administering disciplinary actions as needed. Plans, promotes, coordinates, and monitors Immunization Program activities/services for the agency according to the current edition of the CHD Guidebook, the Advisory Committee on Immunization Practices (ACIP) recommendations, the Communicable Diseases Control manual, and the Report of the Committee on Infectious Diseases (American Academy of Pediatrics Red Book). Acts as an Immunization liaison/resource person within the CHD, as well as for other CHDs, hospitals, and private health care providers. Promotes sound clinical practice within the Department of Health (DOH)-Sarasota and the community at large via distributing and helping to interpret latest policy changes and State Immunization Program memos, arranging for needed staff/private provider in-service training and troubleshooting technique or vaccine scheduling problems as needed. Ensures quality of services. Monitors immunization procedures at all DOH-Sarasota sites, ensuring the correct use of Vaccines for Children (VFC) and purchased vaccines. Develops and ensures delivery of comprehensive training program for all new DOH-Sarasota immunization staff. Develops and reviews Quality Improvement program standards. Implements Quality Improvement measures and follows up on corrective action plans. Updates Immunization Protocols annually or as needed. Serves as subject matter expert and resource person for Immunizations, providing technical assistance and educational support to nursing staff at DOH-Sarasota, private providers and, through co-chairing regional immunization workshops, to area CHDs. Manages vaccines inventory, ordering and billing agency-wide. Monitors vaccine use and accountability at all sites. Works with site managers and immunization staff to ensure accuracy in vaccine administration, documentation, inventory control and to decrease vaccine waste at all times. Promotes access to vaccines in the community for adults, children and special needs/high risk populations and collaborates with the Mobile Medical Unit, the school board and other community partners. Assumes delegated responsibility for monitoring Religious Exemptions from Immunizations for agency. Acts as the designated information Custodian for the Immunization data set according to applicable Florida Statutes (FS)/Florida Administrative Code (FAC) and the current DOH-Sarasota Information Security manual. Meets with the Director of DCHP for purposes of planning and evaluation. Develop short and long-term immunization goals in line with agency standards. Participates in Communicable Disease outbreak control via managing immunization clinics when appropriate, utilizing CHD and State resources when needed. Develops and manages Immunization Department budget, including local, federal and state revenue sources. Provides supervision for assigned immunization staff, according to DOH Personnel rules and regulations and the current edition of the DOH Employee Handbook and the Personnel Rules. Plans and directs the work of the staff at both the Ringling and North Port sites. Plans workloads, workflows, deadlines, work objectives and time utilization with employees. Evaluates staff through observing their performance in various settings and prepares written performance evaluations. Completes annual performance evaluations, including a 6-month review for all direct reports. Completes and keeps up to date position descriptions as per DOH requirements for all direct reports. Motivates staff to improve the quality and quantity of work performed. Oversee the administration of immunizations ensuring accurate technique. Assures the accuracy and timelines of all required reports. Provides/arranges for orientation and training of new and existing staff as appropriate. Assures the staff maintains accurate and complete medical records. The employer, Department of Health, County Health Department, is the owner of the medical records as defined by Section 455.667 Florida Statute. Recommends hiring, transferring, promoting, disciplining and terminating of staff. Provides oversight, with Division Director, of Sarasota County Health Department Employee Health (EH) program and staff Attends and participates in staff development, such as staff meetings and continuing education. Performs related duties as necessary with adjustable scheduling. Works with Employee Health Nurse, Disease Intervention Services (DIS), and other DOH-Sarasota divisions in the investigation, surveillance, treatment and follow-through for DOH-Sarasota staff in the event of a communicable disease exposure. With Employee Health representative, monitors employee blood-borne pathogen exposures, ensuring supervisors have appropriate and current information, and that employees who are exposed race care and follow-up via DOH workman’s compensation provider. Miscellaneous Activities Attends and participates in staff development, such as staff meetings and continuing education. Performs related duties as necessary with adjustable scheduling. Is a member of the DOH-Sarasota Nursing Supervisory team, responsible for the management of the Special Needs Shelters or other disaster-related duties as assigned.
