About The Position

This position leads Pembroke Pines Fire Rescue’s integrated community health, safety, and risk reduction initiatives. The role blends community paramedicine, harm reduction, public education, and emergency response coordination. The Program Manager ensures seamless collaboration among EMS, law enforcement, hospitals, behavioral health agencies, and community partners to reduce health risks, support recovery, and enhance community resilience.

Requirements

  • Bachelor’s degree in Public Health, EMS, Nursing, Social Work, Emergency Management, or related field preferred (Associate’s with extensive experience may be considered).
  • Minimum 3 years of progressive experience in community health, emergency response coordination, or public safety program management.
  • Experience with harm reduction, behavioral health, and/or community paramedicine preferred.
  • Licensed Florida Paramedic or Registered Nurse (preferred).
  • Valid Florida Driver’s License.
  • CPR/ACLS Instructor (preferred or obtainable within 6 months)
  • Community Paramedicine Certification and FEMA ICS/NIMS certifications (preferred or obtainable).
  • Strong leadership and collaboration across multiple agencies.
  • Excellent written, verbal, and public presentation skills.
  • Knowledge of chronic disease management, substance use disorder treatment, and injury prevention.
  • Ability to analyze and apply community health data for strategic planning.

Responsibilities

  • Direct operational planning, implementation, and evaluation of community health and safety programs.
  • Develop and maintain standard operating procedures in line with best practices and national CRR (Community Risk Reduction) standards.
  • Oversee opioid and behavioral health response initiatives, including naloxone (Narcan) distribution, harm reduction strategies, and post-overdose follow-up.
  • Deliver in-home, non-emergent care follow-up and connect residents to medical, behavioral, and social services including opioid related incidents.
  • Lead city-wide health and safety campaigns (Opioid awareness and harm reduction, fire safety, fall prevention, disaster preparedness, water safety).
  • Conduct public education and training programs including CPR, First Aid, overdose response, opioid awareness and preparedness workshops.
  • Manage the City’s AED program, including placement, inspections, training, and compliance.
  • Collect and analyze data to evaluate outcomes, guide strategies, and support grant applications.
  • Represent the department at schools, civic groups, community events, and health fairs.
  • Perform other duties as assigned.
