About The Position

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Community Engagement Systems Administrator in the Administration Division. Job responsibilities will include, but are not limited to: This position provides strategic oversight, project management support and contract administration for the Community Engagement (CE) Portal and related Administration initiatives. The role is responsible for managing interagency agreements, memorandums of understanding and contract management, including modifications to support development and ongoing operations of the CE Portal, ensuring compliance with state and federal requirements. Individual will lead cross-divisional coordination and project management activities for CE portal initiatives. This includes working with Information Management (IM), program areas, partner agencies and external stakeholders to support successful implementations. The position will serve as Administration’s lead approver for Advanced Planning Documents (APDs), ensuring compliance with CMS guidelines for all divisions within Administration's purview. This role will provide subject matter expertise on federal funding reimbursement structure and will represent Administration in CMS discussions pertaining to Administration initiatives. This role will also provide guidance to the Deputy of Administration and Coverage with system governance by attending and participating in the VaCMS Steering Committee and the MES Change Control Board (MCCB). The business needs for this position have in office requirements to include, but not limited to, attending in-person meetings, trainings and conferences. Requirements

  • Considerable knowledge/experience of state Medicaid and CHIP policy, operations and federal-state partnership.
  • Extensive knowledge/experience in Medicaid operations, data reporting and contract management.
  • Considerable knowledge/experience in development of operational processes and procedures to ensure operational efficiency and member support.
  • Extensive knowledge/experience with implementation of large-scale or interagency initiatives and to operationalize complex policy goals and other new initiatives to improve Medicaid programs.
  • Extensive experience of systems/programs/computer software, to include Microsoft Suites.
  • Considerable knowledge/experience of federal and state regulations related to the Community Engagement program and reporting requirements.
  • Extensive experience with meeting deadlines and managing multiple priorities/initiatives.
  • Considerable experience with managing relationships with the key stakeholders, such as MCOs, hospitals, Social Services, key agencies, and federal partners such as Centers for Medicare & Medicaid Services (CMS).
  • Considerable experience with Medicaid Eligibility and Enrollment systems.
