About The Position

The Liberty University Community Engagement Analyst will serve as a key member of the Emergency Management & Community Engagement Team. The Community Engagement Analyst will assist the Senior Community Engagement Analyst with the Liberty University All Hazard Emergency Management & Community Engagement Programs. Specifically, the Community Engagement Analyst is responsible for technical and administrative duties that help support the development of strategic plans and program documents such as Crime Prevention Through Environmental Design (CPTED), Active Shooter Response, Refuse to Be a Victim Trainings and new student and parent information and orientation sessions. This also includes Global Travel planning/briefing/training of any group traveling away from the university, both domestic and overseas. Policies and procedures, drawing upon technical insight and understanding in related technical disciplines. The Community Engagement Analyst must be able to act independently or as a member of a team to develop strategic and operational plans, functional and incident specific plans, guidance, policies, and job aides. The Community Engagement Analyst will also facilitate planning meetings, workshops, and seminars for the purposes of educating the Liberty University community. The Community Engagement Analyst is tasked with the planning and administration of programs to protect the Liberty University population, protect Liberty University resources, minimize the effects of disasters, and preserve the continuity of Liberty University operations. The Community Engagement Analyst will have extensive knowledge of local, state and federal laws and regulations regarding emergency services, disaster response, recovery and mitigation as well as extensive knowledge of planning, development, implementation and assessment of emergency management and community engagement programs and response strategies relative to both natural and manmade disasters.

Requirements

  • Be at least 21 years old.
  • Bachelors / Master’s Degree
  • Current first aid and CPR certifications.
  • DCJS Crime Prevention Specialist Certification or must obtain within (1) year of employment
  • CPTED Professional Designation or must obtain within (1) year of employment
  • International CPTED Certification or must obtain within (2) years of employment
  • A minimum of two (2) years in emergency services, public safety (police or security), or emergency management.
  • Ability to work under considerable pressure and stress in emergency situations.
  • Ability to research, write and administer grants.
  • Certified in National Incident Management Systems (NIMS) or must obtain certification within one (1) year of employment.
  • Certified in Incident Command System (ICS) or can obtain certification within one (1) year of employment.
  • Certified IS 100, IS 200, IS 700, IS 800, or within (6) months of employment.
  • Certified ICS 300, ICS 400, or must obtain within (1) year of employment.
  • A clear and solid record of performance.
  • Have no convictions for felonies or crimes of moral turpitude.
  • Have no recent or prolonged use of Marijuana.
  • Have no possession of any illegal drugs such as cocaine, heroin, LSD, etc.
  • Be able to pass random drug testing to maintain employment.
  • Does not smoke or use any tobacco products.
  • Possess excellent written, verbal, organizational and problem-solving skills.
  • Maintain a calm demeanor when dealing with the public.

Responsibilities

  • CPTED Sight Surveys, Emergency Action Planning, Development, and Implementation and ability to develop training programs (Active Shooter; Refuse to be a Victim; Flames Self Defense, etc.…), to enhance student, staff, faculty and visitor’s safety. Crime Prevention training, to include LU Serve, LU Send and Study Abroad Global Travel locations.
  • Evaluate and make recommendations on all emergency management & community engagement organization and procedures, to include Global Travel.
  • Provide support and project management for assigned community engagement surveys, training, orientations and projects, which include Global Travel.
  • Assist in scheduling, coordination, and documentation of all emergency management & community engagement training.
  • Provide Instruction to the Liberty University Community about emergency preparedness and crime prevention, active shooter, Global Travel threat assessment and personal safety.
  • Continuously evaluate and update all Liberty University preparedness and ensure relevant training is being provided and emergency action plans are in accordance with established guidelines.
  • Prepare a variety of reports related to the Liberty University All Hazard Emergency Management and Community Engagement Program.
  • Participate in table-top and functional exercises with Emergency Management to test effectiveness of emergency action plans as appropriate and assist with training as needed.
  • Promote the All Hazard Emergency Management Program, Crime Prevention and individual safety through outreach and presentations.
  • Other functions and responsibilities as deemed necessary by the Senior Community Engagement Analyst, the Director of Emergency Management & Community Engagement, Executive Director or Vice President of Security & Public Safety.
