This position is responsible for providing critical support in the development and management of community development projects, programs, and staff associated with Brownfields Assistance Center at WVU (BAC), Mid-Atlantic Technical Assistance Brownfields (TAB), and the WVU BAD Buildings program. The Community Development Project Manager works with the Assistant Director and Director to identify funding strategies at the program and project level and manages tasks and deliverables associated with existing programs and projects. This requires collaboration with internal and external stakeholders. The purpose of this position is to support communities in the implementation of community development projects and initiatives that will enhance the well-being and quality of life for community stakeholders, attract investment to communities, and maximize resources in the region. This position facilitates the implementation of community development strategies on environmentally contaminated, abandoned, and dilapidated properties, including coordinating stakeholder groups, project identification, project prioritization, site redevelopment plans, and pursuit of public and private sector funding opportunities. This management position will coordinate the collaboration with other BAC staff and partners to provide communities within WV and throughout EPA Region 3 with comprehensive technical assistance (TA) and provide project support. Brownfield technical assistance will consist of a variety of support, beginning with brownfield site identification through subsequent cleanup and/or site reuse. Redevelopment assistance will include support for economic revitalization and engaging with public and private sectors for rural communities as well as urban neighborhoods throughout WV and EPA Region 3. The ideal candidate must demonstrate strong communication skills and utilize various methods to communicate with stakeholders on brownfield redevelopment processes and programs and provide facilitation assistance with redevelopment reuse planning and finance leveraging. The incumbent will manage program reporting, proposal development, facilitating meetings with project stakeholders supporting the day-to-day tasks of the BAC at WVU, and will work with communities on brownfield-related issues. This candidate will apply education and experience to guide and assure adherence to policies, regulations, and principles. They will independently use professional techniques, as well as BAC at WVU organizational policies, to solve a wide range of moderate to complex problems in imaginative and practical ways. Depth of skills, knowledge and interpretive abilities, as well as creativity, are required to successfully perform duties. Work effort often addresses non-routine matters within established protocols, guidelines, and/or policies. Work effort has significant impact on client services and operations, producing minor to moderate organizational, legal and financial results and/or liabilities. Position duties require management and oversight of projects.
