The Community Development Program Coordinator is responsible for supporting the City of Moline's grant-funded programs under the supervision of the Community Development Manager. This role involves administrative duties, program implementation, outreach services, and coordination of community development initiatives, ensuring compliance with local, state, and federal regulations. The position requires independent judgment and is contingent upon the availability of funding.

  • Implement and coordinate grant funded programs according to guidelines and regulations.
  • Recommend execution of funding draw-downs based on documented expenditures.
  • Provide outreach and referral services to residents regarding community development and housing programs.
  • Offer interpretation services and assist in creating multi-lingual documents.
  • Assist in preparing grant applications and budgets for future funding opportunities.
  • Support the Community Development Manager in transitioning new funding sources into programs.
  • Prepare project environmental review records and implement clearance procedures.
  • Provide recommendations to management for the distribution of CDBG funds.
  • Coordinate informational seminars on housing and community development topics.
  • Promote communication and information flow to clientele and contractors.
  • Provide timely responses to requests for services and information related to planning and development.
  • Administer the intake process for multiple grant-funded programs.
  • Schedule appointments and organize files and correspondence.
  • Compose and compile detailed correspondence and reports.
  • Operate general and specialized office equipment.
  • Associate's degree in public administration or related field.
  • Two years of experience in administering public and private housing and community development programs.
  • Knowledge of federal, state, and local housing/community development regulations.
  • Excellent public and employee relations skills.
  • Advanced skills in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
  • Ability to maintain confidentiality and establish effective working relationships.
  • Ability to speak, read, and write Spanish.
