Under administrative direction from the City Manager, and through subordinate personnel, plans, organizes, and directs the activities and functions of the Community Development department. Oversees planning and administrative functions, including zoning, building inspections, code enforcement, and planning and platting reviews, while guiding both current and long-range planning initiatives. Manages key city facilities, and collaborates closely with the City Manager, department heads, and external stakeholders to ensure efficient municipal operations. In accordance with Palmer Municipal Code 2.45.010, this position shall be appointed by the city manager and serve at the pleasure of the city manager. The Community Development Director must live within five miles of the city limits within 180 days of hire. Provide strategic leadership and operational oversight for key municipal facilities and programs to ensure alignment with the City's broader community development objectives. Responsibilities include establishing strategic goals, managing budgets and contracts, supervising leadership and staff performance, and ensuring high-quality service delivery across the following facilities and programs: Palmer Public Library, Palmer Ice Arena (MTA Events Center), Palmer Community Center (Depot), Parks & Recreation, Palmer Municipal Golf Course, Palmer Visitor Center & Museum. Direct current and long-range planning activities; ensure compliance with local, state, and federal regulations. Review zoning applications, code enforcement matters, building inspections, and planning and platting submissions. Recommend policies, programs, and procedures to support sustainable growth. Prepare and manage the department's annual budget; monitor expenditures and resource allocation. Attend meetings relevant to departmental operations, including Planning Board meetings, commission meetings, state agency sessions, community group gatherings, and City Council meetings. Present reports, department updates, and recommendations to City Council and other public bodies.
