Community Development Director - Kootenai County, Idaho Shape the future of one of the fastest-growing counties in the Inland Northwest. Kootenai County is seeking a strategic, service-driven leader to guide our Community Development Department into its next chapter of growth and excellence. As Community Development Director, you will play a pivotal role in balancing progress with preservation to ensure Kootenai County remains a thriving, well-planned, and livable community. You will oversee the County's Planning, Building, and Code Compliance Divisions-three interconnected teams that define our community's character and quality of life. Requirements

  • Bachelor's degree in Planning, Public Administration, Engineering, Architecture, or related field (master's preferred).
  • 7+ years of progressively responsible experience in community development, planning, or building administration, including 5+ years in a senior leadership role.
  • Strong understanding of Idaho's land use statutes, planning and zoning regulations, and building code administration.
  • Exceptional leadership, communication, and problem-solving skills, with a collaborative, forward-thinking approach.

  • AICP - American Institute of Certified Planners
  • CBO - Certified Chief Building Official (ICC)
  • PE, AIA, or other relevant credentials

Responsibilities

  • Provide strategic leadership and vision for all community development functions.
  • Guide long-range planning, permitting, and code administration in alignment with the County's Comprehensive Plan and land use goals.
  • Serve as a trusted advisor to the Board of County Commissioners, and a collaborative partner with local, state, and federal agencies.
  • Champion process innovation, customer service excellence, and staff empowerment.
  • Oversee budgets, staffing, and performance outcomes, ensuring accountability and results.
