About The Position

The Community and Field Engagement Representative III serves as a primary community ambassador, responsible for orchestrating outreach efforts and advancing L.A. Care’s mission to expand access to quality health care for Los Angeles County residents. This position plays a key role in planning, coordinating, and executing strategic community engagement initiatives that promote awareness of L.A. Care’s Medi-Cal, Dual Special Needs Plan (DSNP), and Covered California products. The Representative III provides mentorship and field support to other staff, assists with training and onboarding of new team members, and leads large-scale or high-impact community events and partnerships. This position also supports education and outreach related to regulatory changes such as impacts on redetermination, workforce requirements, and the expiration of extended premium subsidies to help members maintain coverage and understand evolving eligibility requirements. Acts as a Subject Matter Expert (SME), serves as a resource and mentor for other staff.

Requirements

  • Associate's Degree In lieu of degree, equivalent education and/or experience may be considered.
  • At least 4 years of community and member engagement experience.
  • Strong communication skills with experience in public speaking.
  • Product experience.
  • Excellent interpersonal and client interaction skills with excellent attention to detail and accuracy.
  • Ability to apply in-depth knowledge of product lines for positive outcomes for inbound call inquiries and outbound product education and enrollment activities.
  • Understanding of our field marketing practices and process.
  • Excellent verbal and written communication skills, presentation and time management skills.
  • Ability to multi-task; flexible and comfortable working in a fast-paced environment and committed to meeting deadlines.
  • Knowledge of state health insurance programs.
  • Knowledge of Medicare, Medi-Cal and senior market.
  • Advanced analytical, coaching/ mentoring, and team building skills.
  • Ability to work effectively with diverse team members.
  • Advanced PC skills (MS Office), word processing and spreadsheets.
  • Ability to work independently, flexibility with work hours, evening and weekends.
  • Demonstrates a positive attitude, high energy, and enthusiasm in all interactions and work activities.
  • Life & Health License - Active, current and unrestricted California License within 90 days of hire.
  • America's Health Insurance Plan (AHIP) Medicare Designation and Covered CA Certification (Or must be obtained within 90 days from date of hire.)
  • Ability to pass Medi-Cal Certification, L.A. Care Covered CA Certification and Medicare training certification within 90 days of hire.
  • Travel to offsite locations for work.

Nice To Haves

  • Bachelor's Degree in Business or Related Field
  • Experience in sales of Managed Care products including Medicare Advantage, Medi-Cal and Covered California.
  • Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese.

Responsibilities

  • Lead and coordinate outreach and educational events to inform members and the public about L.A. Care’s Medi-Cal, DSNP, and Covered California health plan options.
  • Represent L.A. Care at high-visibility community events, coalitions, and partnership meetings, ensuring accurate and compliant messaging.
  • Serve as a subject matter expert on policy impacts, helping community organizations understand redetermination, workforce mandates, and coverage transitions. Deliver culturally and linguistically appropriate education to diverse community groups.
  • Provide field mentorship and guidance to staff. Support onboarding and skills development for new outreach staff.
  • Serve as a peer trainer for community event protocols, data reporting, and member education best practices.
  • Assist key stakeholders in developing outreach training materials and presentations for internal staff and external partners.
  • Lead large-scale or complex community events involving multiple partners or requiring high visibility. Coordinate logistics, staffing, and partnership communications for major engagement activities.
  • Monitor event quality and ensure L.A. Care’s standards for member education, compliance, and community representation are upheld.
  • Stay informed on state and federal policy updates. Translate complex policy information into community-friendly educational messages. Collaborate with internal departments to ensure consistent and compliant community messaging.
  • Track and report on outreach activities, attendance, outcomes, and engagement metrics. Support evaluation of outreach effectiveness and share field insights with leadership to inform strategy. Identify emerging community needs, gaps in outreach coverage, or new partnership opportunities.
  • Apply subject matter expertise in evaluating business operations and processes. Identify areas where technical solutions would improve business performance. Consult across business operations, provide mentorship, and contribute specialized knowledge. Ensure that the facts and details are correct so that the program's deliverable meets the needs of the department, organization and legislation's policies, standards, and best practices. Provide training and recommend process improvements as needed.
