About The Position

SMX is seeking a Communications Program Systems Engineer to serve as the primary technical architect and synchronization lead for the PEO Tactical Information Systems (PEO-TIS) portfolio. As SOCOM invests in the deep integration of advanced waveforms into Programs of Record (POR), this role is critical in driving the evolution of Software Defined Radio (SDR) resilient waveforms. The PSE acts as a force multiplier, bridging efforts between PM Tactical Communications (PM TCC) and the greater SOF enterprise to modernize and harden C2 capabilities against near-peer electronic warfare threats. This position requires a DoD TS/SCI security clearance which requires US citizenship for work on DoD contracts. Application Deadline: April 13, 2026

Requirements

  • Waveform & RF Engineering: Significant experience in the planning, employment, and sustainment of SDR resilient waveforms and fielded tactical radio systems (eg, PRC-148, PRC-152, PRC-163)
  • Systems Engineering & T&E: Deep experience with Government Test & Evaluation (T&E) processes, including the development of TEMPs, SAMPs, and FMECA documentation
  • Data Links & Protocols: Functional knowledge of TRAX, Mobile Ad-hoc Networks (MANET), and tactical data links used in multi-domain SOF operations
  • Lifecycle & Compliance: Experience with incident/problem management and integrating new tech into legacy POR processes Proficiency in Microsoft Visio/Project; experience with eMASS or RMF processes is highly desired
  • Security Clearance: TS/SCI

Nice To Haves

  • Education: Bachelor’s degree in electrical engineering, Communications, or Systems Engineering (master’s preferred)
  • Experience: 5–10 years of relevant experience in DoD Acquisition and Systems Engineering
  • Leadership: A visionary self-starter capable of leading technical teams with minimal supervision in a high tempo, "joint" environment

Responsibilities

  • Portfolio Synchronization & System of Systems: Drive technical alignment across PEO-TIS by synchronizing engineering efforts between tactical radio programs and enterprise information systems to ensure a unified "System of Systems" architecture
  • Resilient Waveform & Tactical Integration: Lead the engineering, testing, and deployment of next-generation RF capabilities and resilient SDR waveforms Ensure high-end encryption, frequency-hopping, and MANET/Link-16/SADL integration into current and future SOF platforms
  • Strategic Capability Analysis: Develop strategies to identify technical synergies across the portfolio, uncover capability gaps, and map industry innovations to SOF-specific needs
  • Acquisition Lifecycle Management: Devise and execute Systems Engineering Plans (SEP) through all phases (PDR, CDR, FCA/PCA) in accordance with DoD 5000-series standards; provide technical recommendations to PEO program managers
  • Configuration & Quality Control: Manage configuration down to the individual Configuration Item (CI) level; chair or participate in Engineering Review Boards (ERB) to approve changes and mitigate system-wide risks
  • Strategic Stakeholder Liaison: Serve as the technical nexus between PM TCC, external vendors, and uniformed SOCOM stakeholders to resolve technical disputes and align diverse engineering efforts
  • Operational Optimization: Evaluate engineering costs and technical debt to identify efficiencies, ensuring the most cost-effective and reliable delivery of services to the SOF operator
