About The Position

Responsible for the efficient management and the daily operation of the District Police Communication division. In addition, handle police records and execution of special projects.

Requirements

  • Associate's degree in Public Administration, Criminal Justice, or a related field, or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills, and abilities to perform the essential job functions.
  • Two (2) years of experience in an administrative or project management role, preferably within a law enforcement and/or public safety. Public School K-12 experience preferred.
  • Experience managing and overseeing daily operations, working independently, and problem-solving situations to identify and analyze trends and inconsistencies.
  • Must possess and maintain a valid Florida driver’s license and retain the ability to drive a district vehicle as required by the department. Must possess and maintain proof of insurability throughout employment in this position.
  • Must successfully pass a comprehensive police background assessment, fitness for duty medical examination, psychological assessment, and related selection criteria. Candidates may not possess any felony convictions or misdemeanor convictions related to moral turpitude or gross misconduct.
  • Current certification as a State of Florida Department of Health 911 Public Safety Telecommunicator is preferred or must obtain within one (1) year of employment. Certification must be maintained throughout employment in position.
  • Current certification as a Florida Crime Information Center (FCIC) and National Crime Information Center (NCIC) full-access user is preferred or must obtain within one (1) year of employment. Certification must be maintained throughout employment in the position, or obtained within one year of the hire date.
  • The Terminal Agency Coordinator (TAC) course and serve as the Agency TAC. Must obtained and completed within six (6) months from date of hire in the position.
  • The incumbent is considered to be “essential personnel” subject to being held over or called back to a district work location or alternate site at all times. Incumbent may be assigned to the other operational support venues as deemed necessary by department leadership.
  • Knowledge of FDLE compliance requirements and standards.
  • Knowledge of Microsoft Office

Nice To Haves

  • Experience with law enforcement records management systems (RMS) preferred
  • Certification in project management (e.g., PMP, CAPM) preferred.

Responsibilities

  • Manages and supervises the daily operations of the communications center.
  • Directly supervises and provides leadership to all line personnel and communications employees.
  • Responsible for employee scheduling, performance evaluations, training, and disciplinary actions.
  • Ensures that all communications staff adhere to established policies, procedures, and professional standards.
  • Provides guidance and support to communications personnel to ensure efficient and effective emergency and non-emergency call-handling.
  • Oversee and maintain police records, ensuring accuracy, confidentiality, and compliance with all relevant local, state, and federal laws and district policies.
  • In conjunction with the Senior Manager, develop and implement efficient systems for records filing, retrieval, and retention.
  • Process records requests, subpoenas, and public information requests (e.g., FOIA), ensuring timely and appropriate responses.
  • Conduct regular audits of records to ensure data integrity and security.
  • Plan, execute, and manage a variety of special projects as assigned. This may include, but is not limited to, technology upgrades, procedural reviews, and inter-departmental initiatives.
  • Develop project plans, timelines, and budgets.
  • Coordinate with internal and external stakeholders to ensure project goals are met.
  • Serve as a primary point of contact for administrative and records-related inquiries.
  • Assist in the development and implementation of new policies and procedures for the Communications Unit.
  • Responsible for interaction with union members, local/state/federal authorities, regarding grievances, legislation, regulations, and lawsuits that involve district employees, and students. Work in conjunction with school district legal counsel to gather background data for pending litigation.
  • Prepare reports, presentations, and other documents for department.
  • Follows the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the district’s instructional initiatives, and the school district’s charter guidelines.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in the current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends, and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by supervisor.
