About The Position

The purpose of this position is to ensure that all commercial real estate in Durham County is valued accurately and equitably by supervising a staff of four commercial appraisers. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Requirements

  • Considerable knowledge of the principles and practices of real estate appraising for assessment purposes.
  • Considerable knowledge of building construction.
  • Working knowledge of the State laws relating to real property assessing.
  • Commercial value projections and analysis for economic development.
  • Ability to read and understand building construction plans and specifications.
  • Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values.
  • Ability to train other personnel.
  • Ability to write clear and concise reports.
  • Ability to deal effectively with the public and other employees.
  • Requires a bachelor’s degree in business, public administration, or related discipline.
  • Four (4) years of commercial appraisal or related experience or an equivalent combination of education, training, and experience.
  • Must obtain real property appraisal and personal property appraisal certifications from the North Carolina Department of Revenue within two years of employment and certification as a Real Property Appraiser with the North Carolina Association of Assessing Officers within three years of eligibility.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Responsibilities

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Responds to customers’ questions and concerns with accurate information to make informed decisions regarding commercial appraisals.
  • Reviews staff work inside the Computer Assisted Mass Appraisal System (CAMA).
  • Assist staff with value appeals at the Board of Equalization and Property Tax Commission levels.
  • Trains new staff, and reviews with existing staff, on policies and procedures related to being a Commercial Appraiser.
  • Performs related work as assigned.
