About The Position

The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware. The Command Center Operator will report directly to the Operations Sergeant and work in conjunction with the Command Center Lieutenant (when applicable). You are responsible for supporting the Law Enforcement Unit’s efforts necessary to ensure the protection of the Bank’s employees, premises, and property during their assigned shift. You are responsible for the observation and monitoring of designated locations, operational post, and personnel while performing law enforcement activities as directed by the Operations Sergeant and in conjunction with the Command Center Lieutenant (when applicable). You perform multiple and varied administrative duties as assigned by higher ranking personnel. The salary grade for this position is 10. Final salary and offer will be determined by the applicant's background, experience and skills, as well as internal equity and alignment with market data.

  • Possesses and maintains competence with Liftnet.
  • Possesses and maintains competence with the Video Surveillance System (VSS).
  • Possesses and maintains competence “Security Status” and lockdown procedures.
  • Possesses and maintains competence in “Emergency Procedures” to include the following: Active Shooter, Bomb Threat / Suspicious or unattended packages procedures, 1st amendment auditors, Security Status (Yellow/Orange/Red) and Medical Assistance calls.
  • Knowledgeable of gathering, analyzing, and evaluating facts and evidence and allocating resources requested for calls for service.
  • Acts decisively, quickly, and calmly in emergency situations.
  • Understands and comprehends LEU emergency procedures and associated tasks and responsibilities.
  • High School graduate or equivalent.
  • Because this job is considered a safety sensitive position, following a conditional offer of employment, a drug screen for all controlled substances prohibited by federal law, including marijuana, will be required.

Responsibilities

  • Monitors the daily operations of the Command Center during their respective shift.
  • Monitors the conduct and behavior of all employees, visitors/guests, tenants and vendors entering into the area of observation via the displays of the Command Center.
  • Monitors and observes the activity, and volume of activity at designated operational post via the displays of the Command Center.
  • Monitors and directs personnel via radio to respond to calls for service at designated post locations as directed by the Operations Sergeant or Command Center Lieutenant (when applicable).
  • Monitors and is aware of activities and events happening in, around or in close proximity to the Federal Reserve Facility.
  • Monitors Philadelphia Police Radio and disseminates pertinent information to Federal Reserve Police personnel about information pertaining to public safety issues in or around the immediate area.
  • Maintains awareness of the C-Cure Roll Call report and “personnel in area” data throughout the designated shift.
  • Operates C-Cure Access Control System and Video Surveillance System and adheres to department procedures when responding to events or alarms as directed by the Operations Sergeant or Command Center Lieutenant (when applicable).
  • Remotely operates x-ray equipment.
  • Operates and is knowledgeable of the Video Surveillance System and its capabilities.
  • Completes “Radio and Communication Checks” in a timely and professional manner.
  • Completes “Intercom and Equipment Checks” for all staffed operational posts.
  • Completes varied administrative duties and ensures Command Center equipment is working properly throughout the duration of the assigned shift.
  • Answer phone and intercom calls to the Command Center promptly and professionally in a clear and concise manner.
  • Answers and acknowledges events and alarms on C-Cure 9000 “Monitoring Station” and “Event Viewer” promptly and efficiently (2-3 min).
  • Logs appropriate detailed message when prompted or as directed by higher ranking personnel.
  • Observe, acknowledge and clear events in the Video Surveillance system promptly and efficiently.
  • Answers, responds and delegates all radio traffic in a professional, clear, concise and timely manner.
  • Utilize the Lift Net Elevator System to move elevators from floor to floor within the facility and or place specified elevator in Independent Service to expedite employees, LE personnel and or emergency medical personnel to certain areas and or floors within the facility.
  • Accepts, processes and disseminates information from personnel and to personnel in emergency or high stress situations.
  • Knowledge of LEU Department “Emergency Procedures”, “Staffing Model” and “Security Statues” for the deployment of personnel to assigned locations and responsibilities to be completed.
  • Knowledge and ability to comprehend and carry out tasks and responsibilities in the Command Center during “Emergency Procedures” or elevated “Security Statuses”.
  • Ability to operate the pneumatic roll up doors for the Up Ramp and Down Ramp into and out of the 2nd level parking garage.
  • Ability to operate the bollard system granting or denying access to the Cherry street loading dock for bank owned vehicles and or authorized vehicles that have passed screening through the OSSF.
  • Comprehends and understands Cash Department entry policy and applicable SOPs.
  • Possesses and maintains competence in “unarming” and “arming” Vaults in the Cash Area.
  • Knowledgeable of local partner(s) contact list and applicable resources and information during “Emergency Procedures”.
