About The Position

The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Chronic, Congenital and Inherited Conditions (CCIC) is seeking a Program Lead for the Colorectal Cancer Program to join our team! The Program Lead is responsible for planning, organizing, and managing program activities to increase colorectal cancer screening and ensure timely diagnostic follow-up. This position provides leadership in setting program goals, ensuring compliance with state and federal cooperative agreement requirements, and strengthening partnerships with clinics and stakeholders.

Requirements

  • Only applicants who meet the Minimum Qualification Requirements and meet all selective requirements (listed below) will be placed on the eligible list.
  • Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
  • A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
  • 6 months experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.
  • Applicants must reside in the State of Iowa upon hire

Responsibilities

  • Develop and submit progress reports, annual performance reports, work plans, and budgets for competitive and annual applications for new and continued funding.
  • Oversee day-to-day program operations and ensure activities are completed according to work plans and timelines.
  • Plan and lead meetings with staff, stakeholders, contractors, and partners to support program goals.
  • Develop and implement evaluation plans, procedures, and program changes; analyze data to measure impact and guide quality improvement.
  • Develop, manage, and monitor contracts, agreements, and budgets, including review and approval of invoices, claims, and requests for payment.
  • Prepare funding applications, reports, proposals, policies, and procedures that meet agency, funder, and supervisory standards.
  • Summarize and present program outcomes and achievements in written reports, charts, graphs, and visual infographics.
  • Guide implementation of evidence-based interventions (EBIs) in partner clinics to increase screening and diagnostic services.
  • Support the effective use of electronic health records (EHRs) for workflows, data entry, reporting, and tracking.
