About The Position

Under general supervision, performs daily work assignments for the Solid Waste-Collection Center Division of the Utilities Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

Requirements

  • High School Diploma or GED equivalent;
  • Four (4) years of experience at a solid waste transfer station or recycling site;
  • One (1) year of progressively responsible supervisory experience;
  • Valid Solid Waste Facility Operator Certification issued by the New Mexico Environment Department (NMED);
  • Valid New Mexico Class B Commercial Driver's License with a driving record acceptable to the City of Alamogordo. Drivers shall be granted a period of six (6) months to upgrade and remove an automatic transmission (E) restriction if one exists;
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • OSHA-compliant forklift certification.

Responsibilities

  • Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
  • Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees;
  • Initiates and administers corrective action, as necessary, according to the Employee Manual;
  • Mentors employees to their full potential and ensures appropriate training is given to meet the standards of the position held;
  • Responsible for the development and maintenance of the division budget; monitors budget expenditures;
  • Administers and enters purchasing requisitions; provides recommendations for heavy equipment purchases;
  • Assists in payroll administration by verifying and reporting hours worked, absences, and related timekeeping information regarding direct-report staff to the Department's timekeeper;
  • Oversees, directs, and/or participates in the creation, implementation, and maintenance of standard operating procedures (SOPs) for Collection Center operations; ensures that direct-report staff are trained on established SOPs and ensures compliance with same;
  • Ensures self and employees attend training necessary to meet City required safety training hours, State and Federal regulations, and continued education requirements to maintain certifications and licenses required of positions;
  • Maintains current knowledge of safety-related regulations and new technology and methods; conducts weekly safety meetings and maintains a record of the meeting subjects and those in attendance as outlined in the City of Alamogordo Safety Manual;
  • Coordinates all Collection Center activities in accordance with State and Federal regulations;
  • Directs and supervises disposal activities to ensure that proper policies and procedures are being followed and that work and safety standards are being maintained;
  • Responsible for ensuring that on-site inspections and screening of incoming waste are conducted in accordance with NMED Solid Waste rules and/or City of Alamogordo policy;
  • Maintains records of waste volume, weight, and type; compiles data into monthly reports and distributes reports in a timely manner and as directed;
  • Investigates and enforces unacceptable and illegal dumping;
  • Acts as a working supervisor, dedicating time, technical skill, and advanced knowledge to projects based on their complexity or urgency;
  • Safely operates and/or assigns the operation of various equipment associated with disposal procedures, including chippers, compactors, backhoes, utility trucks, roll-off container trucks, front-end loaders, and forklifts;
  • Ensures that roll-off trash containers are hauled and dumped at the area landfill in an efficient and timely manner;
  • Operates a variety of office equipment, including telephone and computer, using standard MS Office software such as Word and Excel, email software, and any other software and/or database programs adopted for use by the City;
  • Answers questions from the public in person and on the telephone regarding Collection Center fees, operations, dumping, recycling, hazardous waste, and other related matters; directs customers to appropriate locations;
  • Observes surrounding conditions, such as citizens, equipment, and property, to ensure that solid waste is collected in a safe manner;
  • Regulates traffic in hazardous conditions in order to ensure safe conditions for Collection Center personnel and the public;
  • Ensures that Collection Center opening and closing duties are accomplished in accordance with department requirements;
  • Empties trash dumpsters at various locations in the City;
  • Checks and/or assigns the inspection of vehicle oil, water, fuel, tires, and hydraulic systems; makes appropriate adjustments on a regular basis to ensure vehicles and equipment are in proper operating condition;
  • Ensures that vehicles and equipment are maintained and repaired as needed and regularly serviced according to the City's fleet schedule;
  • Maintains work area in a clean manner; performs and assigns general custodial duties;
  • Safely operates City vehicles;
  • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
  • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management-related costs;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards;
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
