About The Position

This is an advanced Code Enforcement Officer position requiring investigation and enforcement work for compliance to regulations of the City of Apopka's Municipal Code and/or adopted ordinances. Functions involved will be performed in an office and in the field and will require the incumbent to have a working knowledge of code regulations, their interpretations and enforcement procedures. Work is performed under the general direction of the Chief of Police, or his designee and requires the exercise of independent judgment and initiative within the framework of established policies. Performance is reviewed through conferences and analysis as well as evaluations.

Requirements

General knowledge of code compliance procedures, including interpretation and investigation, in order to bring violations into conformance.
Familiarity with local geography and street locations.
Knowledge of principles, procedures and techniques of a code enforcement program.
Ability to exercise independent judgment and discretion in applying and interpreting codes.
Ability to present ideas effectively in writing and orally, prepare reports and keep records in an organized manner.
Ability to maintain effective relationships with Board Members, co-workers, law enforcement, property owners and the general public.
Proficient record keeping, organizational skills, communication skills both orally and in writing.
Must be capable of reading and interpreting legal descriptions of property to determine jurisdiction of violations.
High school diploma or equivalent certification and some college course work in related field with two years-experience in code compliance, zoning, investigation, resolving complaints or any equivalent combination of education and experience.
Must possess a valid State of Florida driver's license.
Within one year from date of employment, obtain the Florida Association of Code Enforcement certification.

Responsibilities

Receives, records, investigates and resolves code/ordinance violation complaints to determine if violations exist and takes appropriate measures to ensure that corrective action is taken. If corrective action is not taken, will document and process for action at a Code Enforcement Hearing.
Prepares, organizes and maintains case files to present cases and testifies at quasi- judicial hearings
Assists in drafting and then updating land development codes and gives assistance in the preparation of amendments to city ordinances.
Work requires frequent, safe and efficient driving, sometimes under extreme weather conditions, doing field inspections and following up with office research to complete investigations of complaints. Attention to detail and accurate record keeping is essential in the maintenance of case files.
Attends, presents and educates neighbors at homeowner and civic association meetings.
Researches and obtains information regarding policies, laws, regulations, business tax receipts, engineering, landscaping, permits and building and zoning requirements.
Researches ownership of various residential, commercial, industrial and parcels or properties within the City.
Attends internal and external meetings and trainings.
Posts and mails hearing and violation notices.
Work requires sitting, modern office equipment usage, including computer use, some walking, as well as occasional reaching overhead. Lifting up to 50 pounds is occasionally required in the enforcement of some municipal codes. Work in the field may require some exposure to hazardous conditions and unpleasant circumstances.
Dealing with the public is constantly required while doing inspections and assuring compliance with municipal codes and state statutes. Assist law enforcement in quality of life issues (i.e. homeless camps and squatters).
Maintains radio contact with designated supervisors and police personnel when appropriate.
May be required to flex their work schedule, work nights and weekends and holidays as necessary to perform assigned responsibilities.
Performs any other duties or tasks that may be assigned.
