About The Position

Under the supervision of the Assistant City Manager, the Code Enforcement Officer is responsible for community beautification and the preservation of the public health, safety, and welfare through the consistent and proactive enforcement of City codes related to tall grass and weed nuisances, inoperable vehicles, and other nuisances (trash/junk/rubbish) located on private property.

Requirements

  • Knowledge of safe working environment principles, including appropriate methods of lifting heavy objects, climbing on ladders, and the proper use of required Personal Protective Equipment (PPE).
  • Safe driving practices and knowledge of state and local laws pertaining to the operation of motor vehicles on streets, roads, and highways.
  • General knowledge of Mayor – Council – Manager form of government required.
  • Must be able to successfully complete a thorough background check and successfully complete a physical exam and drug test.
  • High school or equivalent (Required)
  • CDL (Required)
  • Current and ongoing membership in good standing with the Kansas Association of Code Enforcement (KACE) and ICC required.
  • International Code Council (ICC) Property Maintenance and Housing Inspector Certification required within first 12-months; ongoing Continuing Education Units (CEUs) required.
  • Ability to work in extreme weather conditions.
  • Skill in establishing and maintaining effective working relationships with other City employees and the public.
  • Ability to perform physical activities such as lifting, standing, walking, talking, bending, reaching, grasping.
  • Uses hands repetitively to handle, feel and operate standard office equipment and computers.
  • Occasionally lifts up to 50 pounds.
  • Normal vision and depth perception, with or without correction.
  • Normal hearing, with or without correction.
  • Ability to work within varying environments and weather conditions, depending on the job site and time of the year.
  • Work under supervision and cooperatively with other employees.
  • Ability to listen, understand and communicate information.
  • Basic understanding of math.
  • Ability to demonstrate flexibility in work environments, performing a variety of frequently changing tasks.

  • Ability to demonstrate a high level of integrity.
  • Knowledge of algebra and geometry with ability to add, subtract, multiply, and divide whole numbers, fractions, and decimals.

  • Ability to record details about names, faces, and incidents quickly and accurately.
  • Ability to plan, negotiate, direct, control, and monitor other activities.
  • Ability to establish and maintain effective working relationships with co-workers, management, and the public, often times during difficult or potentially conflictual circumstances.

Responsibilities

  • Proactively patrols the community and enforces adopted nuisance abatement codes.
  • Investigates violations pertaining to tall grass and weeds on private property and coordinates abatement with the property owner or designated abatement contractor.
  • Investigates violations pertaining to inoperable vehicles and coordinates abatement of violating issues with the property owner.
  • Investigates violations pertaining to nuisances on private property including, but not limited to trash, junk, rubbish, and coordinates abatement with the tenant and/or property owner or designated abatement contractor.
  • Removes signs that are illegally placed within the public right-of-way.
  • Conduct field inspections in response to violation complaints issued and communicate with complainants and property owners as needed.
  • Coordinates with City Planner to resolve violations of the adopted zoning regulations.
  • Issue notices of violation of nuisance codes and provide information in the time frame allowed for achieving compliance.
  • Follow-up on violations to ensure they are corrected through voluntary compliance, abatement, or judicial action.
  • Answer questions and provide information to citizens pertaining to municipal code violations.
  • Issue contractor licenses to general and trade contractors who meet the requirements of adopted city code after all required information has been submitted to the Community Development Office.
  • Issue building, mechanical, electrical, plumbing, fencing, roofing, right-of-way; floodplain development, and other project permits to general contractors, trade contractors, and the public who meet city requirements after all required project information has been submitted, reviewed, and approved.
  • Confer with other city staff to ensure consistent code enforcement and to develop recommendations for improvement.
  • Maintain case files, logs, and other records related to inspection and enforcement activities, and ensure that appropriate evidence, such as field notes, photographs and statements from complainants are included.
  • Prepare written staff reports and present evidence pertaining to code violations to management, and occasionally to the City Council and/or municipal court.
