About The Position

This is a technical, administrative, and highly responsible position implementing the enforcement and education of the laws, regulations, ordinances, and standards to ensure compliance of the City of West Haven's Anti-Blight, Zoning, Public Space ordinances and the Property Maintenance Code as it relates to the exterior of residential, commercial and/or industrial properties. The incumbent performs work independently with latitude for technical discretion and professional judgement under the direction of the Commissioner of Public Works or designee. Work involves technical interpretation of all related City Codes, Ordinances and State Regulations, conducting self-initiated or complaint-based field inspections to ascertain violations of the applicable codes to enforce and resolve violations fairly and equitably. The incumbent also works closely and collaborates with other City and State Agencies as necessary.

Requirements

  • Graduation from a four-year college or university with major course work in planning, urban planning, or related field; or 5-7 years of experience in code enforcement and the ability to attain certification by the Connecticut Association of Zoning Enforcement Officials.
  • Must possess a valid Connecticut driver's license and maintain said license during course of employment.
  • Must be able to maintain necessary Continuing Education course work to keep up with credits required to maintain Certifications.

  • Knowledge of the general functions and requirements of other code enforcement related departments and agencies, and the ability to work with and coordinate with the actions of these departments.
  • Ability to read and interpret plans, construction drawings, details, and specifications (including City of West Haven's Engineering Standards and Specifications).
  • Ability to express ideas clearly and effectively, both orally and in writing.
  • Ability to prepare and present clear and concise reports and to maintain records.
  • Ability to enforce regulations, issue warnings and fines with firmness, tact and impartiality.
  • Ability to establish and maintain effective working relationships with other government officials, property owners, contractors, real estate agents, lawyers and the public.
  • Ability to demonstrate exceptional customer service and communication skills.
  • Experience in using office software programs.

Responsibilities

  • Conduct field inspections based on personal observations, calls or complaints from residents or other agencies involving violations of the Codes and perform follow-up tasks/actions to resolve issues central to complaints submitted based on individual avenues of enforcement for each ordinance.
  • Follow the penalty process through resolution including appearances before magistrates or boards for further review or legal enforcement. Provide testimony as required.
  • Maintain individual schedule and appointments for inspections as necessary.
  • Coordinate, collaborate or make referrals to other City Departments and/or State agencies for action as necessary.
  • Create and maintain records and reports following legal standards as required by the City's ordinances, code, or State of CT General Statutes.
  • Coordinate with internal or subcontracted labor crews to abate violations as allowed by ordinance. Respond to requests for information and provide technical support as authorized.
