About The Position

Under general supervision, the Code Enforcement Officer performs skilled field and administrative work enforcing City ordinances and property maintenance codes to protect public health, safety, and welfare. Work includes conducting inspections of residential, commercial, and vacant properties within City limits; educating property owners; issuing citations; and assisting in the prosecution of violations. The position reports to the Code Enforcement Manager/Chief Building Official. The Code Enforcement Officer I is the entry-level classification in the series, responsible for gaining experience in municipal code enforcement procedures and city ordinances.

Requirements

  • High School Diploma or GED equivalent required.
  • One (1) year of experience in general inspection, customer service, or related enforcement work.
  • Must obtain Code Enforcement Officer Certification within 6 months of hire.
  • Valid State of Texas Driver's License required.
  • Knowledge of Municipal codes, zoning ordinances, and property maintenance regulations.
  • Knowledge of Inspection and investigation procedures related to code enforcement.
  • Knowledge of Principles of customer service and conflict resolution.
  • Knowledge of Court procedures and evidence documentation requirements.
  • Knowledge of City policies and procedures.
  • Skills in Conducting detailed inspections and documenting findings accurately.
  • Skills in Interpreting and applying City ordinances and state regulations.
  • Skills in Using office and field technology including computers, cameras, and software applications such as Microsoft Office and GIS tools.
  • Skills in Communicating effectively, both orally and in writing.
  • Skills in Establishing and maintaining cooperative relationships with coworkers, contractors, and the public.

Responsibilities

  • Conducts proactive and reactive inspections of properties for violations of City ordinances, zoning, and property maintenance codes.
  • Educates property owners and residents regarding violations and corrective measures through direct contact, written notice, or citation.
  • Researches property ownership, prepares and issues violation notices, and maintains accurate documentation of enforcement actions.
  • Conducts follow-up inspections to verify compliance and prepares reports detailing results.
  • Prepares evidence and appears in municipal court to assist with prosecution of code violations.
  • Manages, prioritizes, and monitors contracted mowing and nuisance abatement services.
  • Responds to public inquiries and complaints related to property maintenance and code enforcement.
  • Assists in inspections and notifications related to substandard structures; prepares and presents cases to the Substandard Structure Board.
  • Prepares correspondence, reports, and other documentation including inspection logs, violation notices, and case files.
  • Performs inspections under close supervision while learning enforcement procedures and applicable ordinances.
  • Assists in case preparation and documentation for code violations.
  • Attends training sessions and participates in field mentoring to develop skills and knowledge of City codes and enforcement techniques.
  • Assists in maintaining City mowing and abatement contractor logs.
  • Provides support to senior officers in community outreach and education efforts.
  • Performs other related duties as assigned.
