About The Position

Performs highly advanced and complex management or oversight activities for daily operations of an operating unit or functional program. Work involves establishing short-, mid-, and long-term goals and objectives; developing guidelines, procedures, rules and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Directly accountable for functional operations of unit in its entirety. Works under limited direction with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of accounting, billing, budgeting, procurement, and financial analysis.
  • Knowledge of organization, function, financial administration, and authority of various City Departments.
  • Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations.
  • Ability to perform extensive research and resolve financial discrepancies.
  • Ability to interpret, educate, and apply regulations to correct compliance issues.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals.
  • Ability to identify and respond to community and City Council issues, concerns, and needs.
  • Ability to provide administrative and professional supervision, leadership, and direction to subordinate staff.
  • Ability to determine work procedures that expedite workflow, improve efficiency, and increase operational effectiveness.
  • Communicating effectively orally and in writing.
  • Establishing and maintaining effectively working relationships.
  • EDUCATION: Bachelor’s degree in a Business, Public Administration, or Social Science field.
  • EXPERIENCE: Five (5) years of experience interpreting and/or enforcing city, county, state, or federal codes.
  • Two (2) years of experience with supervisory/management responsibilities involving at least two (2) or more of the following areas: Budget administration Analyzing statistical data Developing programs Facilitating public meetings Organizing neighborhood/ community groups Promoting public/ private partnerships
  • Valid driver's license with good driving record.
  • Registered Code Enforcement Officer in the State of Texas issued by the Texas Department of Licensing and Regulation (TDLR) must be obtained within six (6) months of appointment.

Responsibilities

  • Manages activities of staff in an operating unit or functional program area(s). Delegation of authority and responsibility for assigned tasks to subordinates.
  • Identifies needed areas of change and/or development and institutes change to improve operations.
  • Plans, implements, coordinates, monitors compliance, and evaluates policies and procedures.
  • Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Oversees the preparation of management and productivity reports and studies.
  • Oversees special investigations, internal audits, and research studies.
  • Oversees the preparation of and evaluates budget requests.
  • Oversees the planning, development and operation of special projects or facilities.
  • Provides technical guidance in the unit or functional program area and the citywide organization.
  • Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
  • Testifies at hearings, trials, and legislative meetings as appropriate.
  • Performs related work as assigned.
