Science| Service| Sustainability This position is located in the Coastal Services Division in the Bureau of Coastal Management The Coastal Planner position within BCM's Coastal Services Division is responsible for providing planning and advisory services for state and local planning and policy efforts, including the Local Comprehensive Beach Management Plans. The planner will provide outreach and engagement on behalf of the Coastal Program, sharing products and programs with stakeholders. The planner will support a variety of Coastal Program initiatives, including NOAA 309 strategies. The position will support policy and regulatory organization and development. The incumbent will fulfill assigned duties under BCM's Emergency Operations Plans for Preparedness and Recovery.

Requirements

  • A bachelor's degree in the natural or physical sciences or a related scientific field OR an associate degree in the natural or physical sciences or related technical field and at least one (1) year of environmental health or related experience OR a high school diploma or GED and at least three (3) years of environmental health or related experience
  • Institutions of Higher Learning must be recognized by the council for Higher Education Accreditation.

  • Proven written communication skills and document editing experience for the development and review of final reports, meeting summaries, and other documentation.
  • High degree of verbal and presentation communication skills, including experience presenting to and engaging with individuals and various sized stakeholder groups about coastal topics. Ability to develop positive working relationships with internal and external stakeholders. Ability to work independently and collaborate with the team.
  • Ability to take initiative, identify challenges and needs, trouble-shoot problems, and manage projects from beginning to end.
  • Strong attention to detail and organizational skills and the ability to manage multiple projects simultaneously.
  • Proficient with Microsoft Office and communication software programs, including Word, Excel, and PowerPoint.
  • Ability to occasionally work outside of normal work schedule hours (e.g., evenings).
  • Possess a valid driver's license and maintain a good driving record to operate personal and state-owned vehicles.

Nice To Haves

  • Master's degree in a natural, physical, or related scientific field OR a bachelor's degree in natural or physical sciences or a related scientific field plus one (1) year of relevant experience.
  • Experience coordinating, hosting, and facilitating workshops, public hearings, or trainings.
  • Experience with cloud-based collaborative platforms, including Microsoft Teams, SharePoint, and OneDrive.
  • Knowledge of South Carolina's Coastal Program statutes, regulations, and policies.
  • Knowledge of coastal management issues relevant to South Carolina's Coastal Program.

Responsibilities

  • Serve as the Coastal Planner within the Coastal Services Division.
  • Provide planning, advisory and technical services, as well as SC Coastal Program perspective, for state and local planning and policy efforts, including providing guidance and review for the development of Local Comprehensive Beach Management Plans (LCBMPs).
  • Represent the SC Coastal Program internally and externally through outreach, education, and engagement efforts highlighting the Coastal Program's products, programs, and programmatic perspective at conferences, panels, meetings, and other engagements
  • Communicate regularly with partners and stakeholders to understand new and recurring issues that could benefit from targeted outreach and education efforts. Collaborate with BCM staff on the development of outreach and communication tools and products to support these efforts.
  • Provide planning, logistics, and facilitation for town halls, public hearings, and workgroups.
  • Support Coastal Program policy review and regulatory development, including reviewing and organizing past and current materials. Develop an understanding of the Administrative Procedures Act (APA) process and support documentation of the process.
  • Participate in BCM's Emergency Operations Program, including assigned preparedness and recovery functions related to emergency events (e.g., tropical storms).
