As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Coastal Management Specialist to support NOAA’s Office for Coastal Management (OCM). The successful candidate will work closely with state partners and organizations to support the implementation of the National Coastal Zone Management Program and the National Coastal Nonpoint Pollution Program. These two programs are authorized under the Coastal Zone Management Act and the Coastal Zone Act Reauthorization Amendments Section 6217, respectively. This position can be fully remote within the Mid-Atlantic but requires physical presence in the DC region for periodic in-person meetings at the NOAA offices in Silver Spring, MD or in Washington DC. Some additional domestic travel may be required.

Requirements

  • Master’s degree in Environmental Policy, Marine Policy, or a related field, plus 3additional years of relevant professional experience.
  • Documented experience in environmental planning, policy, technical, and regulatorysupport for the Federal Government.
  • Documented knowledge of/experience with coastal management issues, withexperience specific to coastal nonpoint pollution preferred.
  • Strong communication skills, including both written and oral communication.
  • The successful candidate will be organized, detail-oriented, manage time to achieveproject objectives to meet deadlines, and work both independently and collaborativelyas part of a team.
  • Ability to pass a National Agency Check and fingerprinting background check andmaintain it through the duration of employment.

Responsibilities

  • Reviewing, analyzing and supporting the development of finding recommendationsfor state coastal nonpoint program submittals. These analyses and findings will beused to determine proposed decisions by NOAA and EPA on the approval of statecoastal nonpoint programs.
  • Discuss recommended findings with state partners, along with EPA colleagues andOCM’s Coastal Nonpoint Program lead, to make requests for additional informationand clarify questions, etc.
  • Work with OCM’s Coastal Nonpoint Program lead and EPA to update state findings,support the development of administrative records, respond to public comments forproposed decisions in the Federal Register, and collect records for responses toany relevant Freedom of Information Act requests.
  • Work with OCM’s Coastal Nonpoint Program lead and OCM’s EnvironmentalCompliance Team to complete all necessary environmental compliance.requirements needed for decisions on state coastal nonpoint programs.
  • Work with OCM’s Communities Program Manager to support projects or effortsrelated to the implementation of the National Coastal Zone Management Program,which may include development of funding summaries, and/or other analysesrelated to the National Coastal Zone Management Strategic Plan.
  • Support processing and management of funding for Congressionally directedprojects or Coastal Zone Management Act programs, as needed.
  • Strengthen partnerships with coastal states through engagement with the CoastalStates Organization, including their coastal nonpoint work group.
  • Some domestic travel may be required
